Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. GRANTS TO DISTRIBUTE ANTI-BLOOD LOSS SUP- 1 PLIES FOR USE IN A MEDICAL EMERGENCY. 2 Part E of title XII of the Public Health Service Act 3 (42 U.S.C. 300d–51 et seq.) is amended by adding at the 4 end the following: 5 ‘‘SEC. 1255. GRANTS TO DISTRIBUTE ANTI-BLOOD LOSS 6 SUPPLIES FOR USE IN A MEDICAL EMER- 7 GENCY. 8 ‘‘(a) IN GENERAL.—The Secretary, acting through 9 the Assistant Secretary for Preparedness and Response, 10 shall establish a program to award grants to State, local, 11 and Tribal governments to— 12 ‘‘(1) purchase and distribute anti-blood loss 13 supplies for use in a medical emergency— 14 ‘‘(A) in high-traffic and high-density areas; 15 or 16 ‘‘(B) areas adjacent to an automated ex- 17 ternal defibrillator; and 18 ‘‘(2) implement appropriate training courses in 19 the proper use of anti-blood loss supplies to enhance 20 public safety. 21 ‘‘(b) ELIGIBILITY.—To be eligible to receive a grant 22 under this section, a State, local, or Tribal government 23 shall prepare and submit to the Secretary an application 24 at such time, in such manner, and containing such infor- 25 mation as the Secretary may require, including— 26 VerDate Sep 11 2014 00:51 May 31, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1653.IS S1653 kjohnson on DSK79L0C42PROD with BILLS 3 •S 1653 IS ‘‘(1) a description of the areas the State, local, 1 or Tribal government intends to place such anti- 2 blood loss supplies for use in a medical emergency; 3 and 4 ‘‘(2) an agreement to consult with appropriate 5 public and private entities. 6 ‘‘(c) CONSIDERATION.—In awarding grants under 7 this section, the Secretary may not consider— 8 ‘‘(1) the population of the area served by a 9 State, local, or Tribal government; or 10 ‘‘(2) the rate of violent crime in an area served 11 by a State, local, or Tribal government. 12 ‘‘(d) APPORTIONMENT.—Of the amounts appro- 13 priated under subsection (f) to carry out this section, the 14 Secretary shall, for each fiscal year, apportion such 15 amounts based on the population of the area served by 16 a State, local, or Tribal government receiving grant funds. 17 ‘‘(e) ANTI-BLOOD LOSS SUPPLIES.—In this section, 18 the term ‘anti-blood loss supplies’ includes tourniquets, 19 gauze, wound-packing materials, hemostatic dressings, 20 gloves, markers, and other similar supplies. 21 ‘‘(f) AUTHORIZATION OF APPROPRIATIONS.—There 22 is authorized to be appropriated to carry out this section 23 $10,000,000 for fiscal year 2024, to remain available until 24 expended.’’. 25 VerDate Sep 11 2014 00:51 May 31, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1653.IS S1653 kjohnson on DSK79L0C42PROD with BILLS 4 •S 1653 IS SEC. 3. STUDY ON TRENDS IN ACCESS TO AND UTILIZATION 1 OF BLEEDING CONTROL KITS AND TRAINING. 2 (a) IN GENERAL.—The Comptroller General of the 3 United States shall conduct a study on trends regarding 4 access to and utilization of bleeding control kits and train- 5 ing. 6 (b) REPORT.— 7 (1) SUBMISSION.—Not later than 18 months 8 after the date of enactment of this Act, the Comp- 9 troller General shall complete the study under sub- 10 section (a) and submit to the Congress a report on 11 the results of such study. 12 (2) CONTENTS.—The report under paragraph 13 (1) shall disaggregate by State and geographic area 14 (including across rural, urban, and suburban areas) 15 findings on trends in access to and utilization of 16 bleeding control kits and training. 17 Æ VerDate Sep 11 2014 00:51 May 31, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S1653.IS S1653 kjohnson on DSK79L0C42PROD with BILLS
