United States Postal Service property, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Upholding a Secure
4
Postal System Act’’ or the ‘‘USPS Act’’.

SEC. 2. REPORTS ON MAIL AND POSTAL SERVICE PROP-

ERTY THEFT.

(a) IN GENERAL.—Not later than one year after the
3
date of enactment of this section and each year thereafter
4
for five years, the Comptroller General of the United
5
States shall investigate nationwide patterns and instances
6
of theft of mail and United States Postal Service property
7
and submit a report on each such investigation to the
8
Committee on Oversight and Accountability of the House
9
of Representatives and the Committee on Homeland Secu-
10
rity and Governmental Affairs of the Senate.

(b) CONTENTS.—Any report under subsection (a)
12
shall include a description of any measures the Postal
13
Service has in place to address such theft, and rec-
14
ommendations on how the Postal Service and Congress
15
can combat such theft.

(c) CONSULTATION.—In carrying out this section, the
17
Comptroller General shall consult with the Inspector Gen-
18
eral of the Postal Service and the United States Postal
19
Inspection Service.
