To amend the Omnibus Crime Control and Safe Streets Act of 1968 to
authorize law enforcement agencies to use COPS grants to recruit and
retain law enforcement officers.

CAREY) introduced the following bill; which was referred to the Com-

A BILL
To amend the Omnibus Crime Control and Safe Streets
Act of 1968 to authorize law enforcement agencies to
use COPS grants to recruit and retain law enforcement
officers.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Enhancing COPS Hir-
4
ing Program Grants for Local Law Enforcement Act’’.

ING GRANTS.

(a) USES OF GRANTS.—Section 1701 of the Omnibus
3
Crime Control and Safe Streets Act of 1968 (34 U.S.C.
4
10381) is amended—
5
(1) in subsection (b)—
6
(A) in paragraph (1), by adding before the
7
semicolon the following ‘‘or to provide bonuses
8
for the recruitment and retention of law en-
9
forcement officers or career law enforcement of-
10
ficers’’; and
11
(B) in paragraph (2), by adding before the
12
semicolon the following ‘‘or to provide bonuses
13
for the recruitment and retention of law en-
14
forcement officers or career law enforcement of-
15
ficers’’; and
16
(2) by adding at the end the following:

‘‘(n) SIMPLIFICATION
OF
GRANT
APPLICATION
18
PROCESS.—In awarding a grant under this part, the At-
19
torney General may permit an applicant for such a grant
20
to amend a submitted application in lieu of creating a new
21
application, for consideration for funding for up to five
22
subsequent years after the original application was sub-
23
mitted for consideration for funding if such applicant was
24
not awarded funding.’’.

(b) DEFINITIONS.—Section 1709 of the Omnibus
1
Crime Control and Safe Streets Act of 1968 (34 U.S.C.
2
10389) is amended by adding at the end the following:
3
‘‘(8) ‘law enforcement officer’ shall have the
4
meaning given such term in section 1204(9).
5
‘‘(9) ‘submitted application’ means an applica-
6
tion submitted for a grant awarded pursuant to
7
paragraphs (1) and (2) of section 1701(b).’’.
