which was referred to the Committee on Natural Resources, and in addi-
tion to the Committees on Energy and Commerce, and Agriculture, for
a period to be subsequently determined by the Speaker, in each case for
consideration of such provisions as fall within the jurisdiction of the com-
mittee concerned
A BILL
To require the Department of the Interior and the Depart-
ment of Agriculture to establish online portals to accept,
process, and dispose of certain Form 299s, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Deploying Infrastruc-
4
ture with Greater Internet Transactions And Legacy Ap-
5
plications Act’’ or the ‘‘DIGITAL Applications Act’’.

SEC. 2. ESTABLISHMENT OF ONLINE PORTALS TO ACCEPT,

PROCESS, AND DISPOSE OF CERTAIN FORM

(a) ESTABLISHMENT OF ONLINE PORTALS.—
4
(1) ESTABLISHMENT.—Not later than 1 year
5
after the date of the enactment of this Act, the Sec-
6
retaries concerned shall each establish, with respect
7
to the relevant covered department, an online portal
8
for the acceptance, processing, and disposal of a
9
Form 299 for communications use authorizations.
10
(2) NOTIFICATION.—Not later than 3 business
11
days after the date on which an online portal has
12
been established by a Secretary pursuant to para-
13
graph (1), that Secretary shall notify the Assistant
14
Secretary of the establishment of such portal.
15
(b) AVAILABILITY OF ONLINE PORTALS.—The As-
16
sistant Secretary shall publish on the website of the Na-
17
tional Telecommunications and Information Administra-
18
tion a link to each online portal established pursuant to
19
subsection (a)(1).

(c) DEFINITIONS.—In this section:
21
(1) ASSISTANT SECRETARY.—The term ‘‘Assist-
22
ant Secretary’’ means the Assistant Secretary of
23
Commerce for Communications and Information.

(2) COMMUNICATIONS
FACILITY.—The term
25
‘‘communications facility’’ has the meaning given the

term ‘‘communications facility installation’’ in sec-

tion 6409(d) of the Middle Class Tax Relief and Job
2
Creation Act of 2012 (47 U.S.C. 1455(d)).

(3) COMMUNICATIONS USE.—The term ‘‘com-
4
munications use’’ means the placement and oper-
5
ation of a communications facility.
6
(4) COMMUNICATIONS USE AUTHORIZATION.—
7
The term ‘‘communications use authorization’’
8
means an easement, right-of-way, lease, license, or
9
other authorization—
10
(A) provided by the Secretary of the Inte-
11
rior or the Secretary of Agriculture;
12
(B) to locate or modify a communications
13
facility on covered land; and
14
(C) for the primary purpose of authorizing
15
the occupancy and use of such covered land for
16
communications use.
17
(5) COVERED LAND.—The term ‘‘covered land’’
18
means—
19
(A) public lands; and
20
(B) National Forest System land.
21
(6) FORM 299.—The term ‘‘Form 299’’ means
22
the form established under section 6409(b)(2)(A) of
23
the Middle Class Tax Relief and Job Creation Act

(7) NATIONAL
FOREST
SYSTEM.—The term

‘‘National Forest System’’ has the meaning given
4
that term in section 11(a) of the Forest and Range-
5
land Renewable Resources Planning Act of 1974 (16
6
U.S.C. 1609(a)).

(8) PUBLIC LANDS.—The term ‘‘public lands’’
8
has the meaning given that term in section 103 of
9
the Federal Land Policy and Management Act of
10
1976 (43 U.S.C. 1702).

(9) RELEVANT
COVERED
DEPARTMENT.—The
12
term ‘‘relevant covered department’’ means—
13
(A) with respect to the Secretary of the In-
14
terior, the Department of the Interior; and
15
(B) with respect to the Secretary of Agri-
16
culture, the Department of Agriculture.
17
(10) SECRETARIES
CONCERNED.—The term
18
‘‘Secretaries concerned’’ means—
19
(A) the Secretary of the Interior; and
20
(B) the Secretary of Agriculture, acting
21
through the Chief of the Forest Service.
