SHORT TITLE. 1 This Act may be cited as the ‘‘Energy Emergency 2 Leadership Act’’. 3 SEC. 2. FUNCTIONS ASSIGNED TO ASSISTANT SECRE- 4 TARIES. 5 (a) IN GENERAL.—Subsection (a) of section 203 of 6 the Department of Energy Organization Act (42 U.S.C. 7 7133(a)) is amended by adding at the end the following 8 new paragraph: 9 ‘‘(12) Energy emergency and energy security 10 functions, including— 11 ‘‘(A) responsibilities with respect to infra- 12 structure, cybersecurity, emerging threats, sup- 13 ply, and emergency planning, coordination, re- 14 sponse, and restoration; and 15 ‘‘(B) upon request of a State, local, or 16 tribal government or energy sector entity, and 17 in consultation with other Federal agencies as 18 appropriate, provision of technical assistance, 19 support, and response capabilities with respect 20 to energy security threats, risks, and inci- 21 VerDate Sep 11 2014 00:28 Jan 08, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3277.RDS H3277 ssavage on LAPJG3WLY3PROD with BILLS 3 HR 3277 RDS dents.’’. 1 (b) COORDINATION.—The Secretary of Energy shall 2 ensure that the functions of the Secretary described in sec- 3 tion 203(a)(12) of the Department of Energy Organiza- 4 tion Act (as added by this Act) are performed in coordina- 5 tion with relevant Federal agencies. 6 Passed the House of Representatives March 5, 2024.
