A BILL
To amend the Public Health Service Act, to establish within
the Office of Minority Health, the position of Outreach
Coordinator, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This title may be cited as the ββGrant Assistance and
4
Technical Education Actββ.

SEC. 2. OUTREACH COORDINATOR.

Section 1707(d) of the Public Health Service Act (42
7
U.S.C. 300uβ6(d)) is amended by adding at the end the
8
following:

ββ(4) OUTREACH COORDINATOR.β

ββ(A) IN GENERAL.βIn carrying out sub-
2
section (b), the Secretary shall establish within
3
the Office, the position of Outreach Coordi-
4
nator. The Outreach Coordinator shall be ap-
5
pointed by the Secretary, and shall report di-
6
rectly to the Director in the Office of Minority
7
Health.

ββ(B) DUTIES.βThe duties of the Outreach
9
Coordinator shall consist of assisting commu-
10
nity-based organizations navigate the applica-
11
tion for, and any associated conditions on the
12
receipt of, funding available to nongovernmental
13
organizations under grant programs adminis-
14
tered by the Secretary.
15
ββ(C) PRIORITY.βIn providing assistance
16
under subparagraph (B), the Outreach Coordi-
17
nator shall give priority to community-based or-
18
ganizations thatβ
19
ββ(i) have had a significant impact on
20
the community served by the organization
21
involved, with respect to providing cul-
22
turally competent and culturally specific
23
care;

SEC. 3. ASSISTANCE TO COMMUNITY-BASED ORGANIZA-
7
TIONS.

Section 1707(e) of the Public Health Service Act (42
9
U.S.C. 300uβ6(e)) is amended by adding at the end the
10
following:

ββ(4) ASSISTANCE TO COMMUNITY-BASED ORGA-
12
NIZATIONS.βThe Deputy Assistant Secretary shall
13
award grants to State and local public health enti-
14
ties for purposes ofβ
15
ββ(A) coordinating with community-based
16
organizations for the purposes of public health
17
messaging and assisting in carrying out pro-
18
grams administered by the Secretary;
19
ββ(B) hiring and training employees of such
20
entities;
21
ββ(C) subgranting funds to community-
22
based organizations to carry out programs to
23
promote health priorities in marginalized com-
24
munities; and
