A BILL
To amend the Agriculture Improvement Act of 2018 to reau-
thorize the feral swine eradication and control pilot pro-
gram, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Feral Swine Eradi-
4
cation Act’’.

SEC. 2. FERAL SWINE ERADICATION AND CONTROL PRO-

GRAM.

(a) IN GENERAL.—Section 2408 of the Agriculture
3
Improvement Act of 2018 (7 U.S.C. 8351 note; Public
4
Law 115–334) is amended—
5
(1) in the section heading, by striking
6
‘‘PILOT’’;
7
(2) in subsection (a), by striking ‘‘pilot pro-
8
gram’’ and inserting ‘‘program (referred to in this
9
section as the ‘program’)’’;
10
(3) in subsection (b)—
11
(A) in the matter preceding paragraph (1),
12
by striking ‘‘pilot’’;
13
(B) in each of paragraphs (1) and (2), by
14
striking ‘‘the pilot areas’’ and inserting ‘‘eligible
15
areas’’;
16
(C) in paragraph (4), by striking ‘‘pilot’’
17
and inserting ‘‘eligible’’;
18
(D) by redesignating paragraphs (3) and
19
(4) as paragraphs (4) and (5), respectively; and
20
(E) by inserting after paragraph (2) the
21
following:

‘‘(3) after the Secretary determines that feral
23
swine have been eradicated from an eligible area, en-
24
sure that the Animal and Plant Health Inspection
25
Service and the Natural Resources Conservation

Service continue monitoring that area for the reoc-
1
currence of feral swine for a period of 1 year;’’;
2
(4) in each of subsections (c), (e), (f), and (g),
3
by striking ‘‘pilot program’’ each place it appears
4
and inserting ‘‘program’’;
5
(5) in subsection (c)(1), by striking ‘‘the pilot
6
areas’’ and inserting ‘‘eligible areas’’;
7
(6) in subsection (e), in the subsection heading,
8
by striking ‘‘PILOT’’ and inserting ‘‘ELIGIBLE’’;
9
(7) in subsection (g)(1), by striking ‘‘2019
10
through 2023’’ and inserting ‘‘2024 through 2028’’;
11
and
12
(8) by adding at the end the following:

‘‘(h) REPORTS.—Not later than 2 years, and not
14
later than 4 years and 6 months, after the date of enact-
15
ment of this subsection, the Administrator of the Animal
16
and Plant Health Inspection Service and the Chief of the
17
Natural Resources Conservation Service, acting jointly,
18
shall submit to the Committee on Agriculture, Nutrition,
19
and Forestry of the Senate and the Committee on Agri-
20
culture of the House of Representatives and make publicly
21
available on the website of the Department of Agriculture
22
a report that—

‘‘(1) describes, for the period beginning on the
1
date of the establishment of the program and ending
2
on the date of the submission of the report—
3
‘‘(A) activities carried out under the pro-
4
gram, including—
5
‘‘(i) the number of counties in which
6
feral swine are no longer present; and
7
‘‘(ii) estimated reductions in agri-
8
culture and natural resource damage, and
9
improvements to human and livestock
10
health and safety, as a result of feral swine
11
removal;
12
‘‘(B) the use of funding made available
13
under this section, including the number of
14
counties in each State provided funding; and
15
‘‘(C) the roles of the Animal and Plant
16
Health Inspection Service and the Natural Re-
17
sources Conservation Service and agricultural
18
producers provided financial assistance under
19
this section in carrying out activities under the
20
program; and
21
‘‘(2) includes—
22
‘‘(A) a determination by the Administrator
23
of the Animal and Plant Health Inspection
24
Service and the Chief of the Natural Resources

Conservation Service as to the extent to which

the program has been successful; and
2
‘‘(B) any recommendations for improve-
3
ments to the program.’’.

(b) CONFORMING AMENDMENT.—The table of con-
5
tents for the Agriculture Improvement Act of 2018 (Public
6
Law 115–334; 132 Stat. 4491) is amended by striking
7
the item relating to section 2408 and inserting the fol-
8
lowing:

‘‘Sec. 2408. Feral swine eradication and control program.’’.
