To require the appointment or designation of emerging
technology leads in certain Federal agencies.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Oversee Emerging
4
Technology Act’’.
5
SEC. 2. EMERGING TECHNOLOGY LEADS.
6
(a) DEFINITIONS.—In this section:
7
(1) COVERED
AGENCY.—The term ‘‘covered
8
agency’’ means—

(A) an agency listed in section 901(b) of
1
title 31, United States Code; or
2
(B) an element of the intelligence commu-
3
nity, as defined in section 3 of the National Se-
4
curity Act of 1947 (50 U.S.C. 3003).
5
(2) COVERED INDIVIDUAL.—The term ‘‘covered
6
individual’’ means—
7
(A) an individual serving in a Senior Exec-
8
utive Service position, as that term is defined in
9
section 3132 of title 5, United States Code;
10
(B) an individual who—
11
(i) is serving in a position to which
12
section 5376 of title 5, United States
13
Code, applies; and
14
(ii) has a significant amount of se-
15
niority and experience, as determined by
16
the head of the applicable covered agency;
17
and
18
(C) another individual who is the equiva-
19
lent of an individual described in subparagraph
20
(A) or (B), as determined by the head of the
21
applicable covered agency.

(b) APPOINTMENT OR DESIGNATION.—The head of
23
each covered agency that is substantially engaged in the
24
development, application, or oversight of emerging tech-

nologies shall appoint or designate a covered individual as
1
an emerging technology lead to—
2
(1) advise the covered agency on the responsible
3
use of emerging technologies, including artificial in-
4
telligence;
5
(2) provide expertise on responsible policies and
6
practices;
7
(3) collaborate with interagency coordinating
8
bodies; and
9
(4) provide input for procurement policies.
10
(c) INFORMING CONGRESS.—Not later than 180 days
11
after the date of enactment of this Act, the President
12
shall—
13
(1) inform Congress of each covered agency for
14
which a covered individual has been appointed or
15
designated as an emerging technology lead under
16
subsection (b); and
17
(2) provide to Congress a description of the au-
18
thorities and responsibilities of the covered individ-
19
uals described in paragraph (1).
