      H.R. No. 1329       R E S O L U T I O N          WHEREAS, Dr. Van Davis was inducted into the Texas Digital   Learning Association Hall of Fame on March 31, 2025; and          WHEREAS, This prestigious honor recognizes long-term   educators and advocates for their contributions to the fields of   digital and distance learning; and          WHEREAS, Known for his extensive expertise in digital   learning and artificial intelligence, Van Davis has worked in   higher education for more than 25 years; in 2021, he became the   chief strategy officer of the Western Interstate Commission for   Higher Education Cooperative for Educational Technologies (WCET),   a national membership organization that is a leader in the   practice, policy, and advocacy of digital learning in higher   education; in 2025, he became executive director of WCET and vice   president of digital learning at WICHE, a regional interstate   higher education compact serving the West; among his duties, he   oversees strategic and operational responsibilities of the WCET   membership, as well as the State Authorization Network, which   assists institutions with interstate compliance, and Every Learner   Everywhere, which is focused on the use of digital learning for   equitable outcomes; and          WHEREAS, A native Texan and a graduate of Southwestern   University, Dr. Davis earned his master's degree and doctorate at   Vanderbilt University; prior to joining WCET and WICHE, he worked   for the Texas Higher Education Coordinating Board, where he was   responsible for distance education policy, the state's   multimillion-dollar course redesign, and faculty development   programs; over the years, he has served as principal at Foghlam   Consulting, as associate vice president at Blackboard, Inc., as   contributing editor for The Journal of Competency-Based Education ,   and as a history professor at Truman State University, Southwestern   University, and Huston-Tillotson University; along the way, he has   authored several white papers and reports, spoken at countless   leadership and education conferences, and testified numerous times   before legislative committees; in all his endeavors, he benefits   from the love and support of his wife, Lisa Estus; and          WHEREAS, Through his vision, leadership, and commitment to   student success, Van Davis has made a lasting contribution to the   integration of technology and education, and he is richly deserving   of this most recent honor; now, therefore, be it          RESOLVED, That the House of Representatives of the 89th Texas   Legislature hereby congratulate Dr. Van Davis on his induction into   the Texas Digital Learning Association Hall of Fame and extend to   him sincere best wishes for continued success; and, be it further          RESOLVED, That an official copy of this resolution be   prepared for Dr. Davis as an expression of high regard by the Texas   House of Representatives.     Zwiener     ______________________________   Speaker of the House                 I certify that H.R.
