HR447 - In memory of Patrick Shaw Stallings of Seagoville.

      H.R. No. 447       R E S O L U T I O N          WHEREAS, The citizens of Seagoville lost an esteemed   community leader with the passing of Patrick Shaw Stallings on   February 6, 2025, at the age of 60; and          WHEREAS, The son of James and Eloree Stallings, Pat Stallings   was born in San Antonio on February 1, 1965, and he grew up with the   companionship of a brother, Scott; he served as a DeSoto Police   Explorer during high school, and he began a tenure as a night   dispatcher for the Red Oak Police Department at the age of 17; while   working full time in dispatch, he attended both the basic and   reserve police academies, graduating at age 18 and becoming the   state's youngest-serving officer; and          WHEREAS, Mr. Stallings subsequently embarked on an exemplary   23-year tenure with the Lancaster Police Department; he   distinguished himself through his performance on a number of the   agency's promotional exams, and he advanced through the ranks of   patrol officer, corporal, sergeant, detective, lieutenant,   commander, captain, and assistant chief to become interim chief;   while serving with the force, he earned a bachelor's degree in   criminal justice from Dallas Baptist University and a master's   degree in criminology and criminal justice from The University of   Texas at Arlington; and          WHEREAS, Following his retirement from the Lancaster PD in   2008, Mr. Stallings was appointed as chief of the Seagoville Police   Department; he went on to be promoted to Seagoville city manager in   2015, a role in which he was responsible for the community's   operational functions and supervisory personnel management;   additionally, he served as interim director of the Seagoville   Economic Development Corporation, where he was instrumental in   attracting numerous businesses to the city and ensuring an   inclusive environment between city officials, existing businesses,   and prospective developers; and          WHEREAS, In all his endeavors, Mr. Stallings benefited from   the love and support of his wife, Lora, with whom he shared a   fulfilling union of more than three decades; he was a devoted father   to their daughters, Sarah and Jennifer, and he cherished the time he   spent attending their various activities; and          WHEREAS, A champion of his community and a dedicated public   servant, Pat Stallings lived a caring and purposeful life, and he   leaves behind a legacy of 43 years of selfless public service that   his loved ones can remember with pride; now, therefore, be it          RESOLVED, That the House of Representatives of the 89th Texas   Legislature hereby pay tribute to the memory of Patrick Shaw   Stallings and extend sincere condolences to his relatives and many   friends; and, be it further          RESOLVED, That an official copy of this resolution be   prepared for his family and that when the Texas House of   Representatives adjourns this day, it do so in memory of Pat   Stallings.     A.
