HR388 - Honoring the Texas Council of Administrators of Special Education on the occasion of TCASE Advocacy Day on February 27, 2025.

      H.R. No. 388       R E S O L U T I O N          WHEREAS, Members of the Texas Council of Administrators of   Special Education are gathering at the State Capitol on   February 27, 2025, in observance of TCASE Advocacy Day; and          WHEREAS, Special education is specifically designed to meet   the needs of children and young adults with disabilities so that   they can flourish in and outside the classroom; this form of   instruction requires a collaborative effort among parents and   caregivers, community partners, disability advocates, and school   personnel, and services are provided by a team of dedicated   professionals that includes teachers, school psychologists,   educational diagnosticians, speech language pathologists, and   dyslexia therapists; the responsibility for overseeing the system   that ensures the success of these services rests with the special   education director; and          WHEREAS, Among their many duties, special education   directors work to promote a more inclusive environment in their   school districts for students with disabilities and to develop   student-centered solutions to issues like staffing shortages and   financial constraints; they also support campus administrators,   create parent advisory committees and support groups, engage in   professional development initiatives, and manage compliance with   federal and state legal and financial regulations; and          WHEREAS, Since its inception in 1959, the Texas Council of   Administrators of Special Education has provided a network for   special education directors across the state; its members are   committed to supporting one another in achieving their goals, and   the organization offers resources for keeping special education   professionals up to date about advances in their field; in   addition, TCASE conducts legislative advocacy and publishes news   about policy changes that stand to impact special education   leaders, stakeholders, students, and families; during TCASE   Advocacy Day, representatives of the organization will be meeting   with lawmakers to promote policies and resources that will help   school districts to more effectively serve students with   disabilities and their loved ones; and          WHEREAS, Special education directors and the professionals   they support are dedicated to making learning opportunities   accessible and accommodating to all, and their vital efforts are   essential to ensuring that young people with disabilities can   receive a meaningful education and achieve better outcomes in   school and in life; now, therefore, be it          RESOLVED, That the House of Representatives of the 89th Texas   Legislature hereby honor the Texas Council of Administrators of   Special Education on the occasion of TCASE Advocacy Day on   February 27, 2025, and commend the special education directors in   the State of Texas for their unwavering commitment to serving,   educating, and advocating for students with disabilities; and, be   it further          RESOLVED, That an official copy of this resolution be   prepared for TCASE as an expression of high regard by the Texas   House of Representatives.     Buckley     ______________________________   Speaker of the House                 I certify that H.R.
