Health Center Service Expansion and Provider Shortage Reduction Act

Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Health Center Service 4 Expansion and Provider Shortage Reduction Act’’. 5 SEC. 2. EXPANSION OF SERVICES FOR COMMUNITY 6 HEALTH CENTERS. 7 (a) REQUIRED SERVICES.— 8 VerDate Sep 11 2014 22:35 May 16, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3080.IH H3080 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •HR 3080 IH (1) IN GENERAL.—Section 330(b)(1)(A)(i) of 1 the Public Health Service Act (42 U.S.C. 2 254b(b)(1)(A)(i)) is amended— 3 (A) in subclause (IV), by striking ‘‘and’’ at 4 the end; 5 (B) in subclause (V), by adding ‘‘and’’ at 6 the end; and 7 (C) by adding at the end the following: 8 ‘‘(VI) behavioral and mental 9 health and substance use disorder 10 services; and’’. 11 (2) CONFORMING CHANGE.—Section 330(b)(2) 12 of the Public Health Service Act (42 U.S.C. 13 254b(b)(2)(A)) is amended— 14 (A) by striking subparagraph (A); and 15 (B) by redesignating subparagraphs (B), 16 (C), and (D) as subparagraphs (A), (B), and 17 (C), respectively. 18 (b) ADDITIONAL FUNDS FOR CERTAIN SERVICES.— 19 Section 10503(b) of the Patient Protection and Affordable 20 Care Act (42 U.S.C. 254b–2(b)) is amended— 21 (1) in paragraph (1)(F), by striking ‘‘and’’ at 22 the end; 23 (2) in paragraph (2)(H), by striking the period 24 at the end and inserting a semicolon; and 25 VerDate Sep 11 2014 22:35 May 16, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3080.IH H3080 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 3080 IH (3) by adding at the end the following: 1 ‘‘(3) to be transferred to the Secretary of 2 Health and Human Services to provide enhanced 3 funding to provide the services specified in subclause 4 (VI) of section 330(b)(1)(A)(i) of the Public Health 5 Service Act (42 U.S.C. 254b(b)(1)(A)(i)), 6 $700,000,000 for each of fiscal years 2024 through 7 2028; 8 ‘‘(4) to be transferred to the Secretary of 9 Health and Human Services to provide enhanced 10 funding for health centers to expand their hours of 11 operation using funds under section 330 of the Pub- 12 lic Health Service Act (42 U.S.C. 254b), 13 $250,000,000 for each of fiscal years 2024 through 14 2028; 15 ‘‘(5) to be transferred to the Secretary of 16 Health and Human Services to provide enhanced 17 funding for new access points and expanded services 18 pursuant to section 330(e)(6) of the Public Health 19 Service Act (42 U.S.C. 254b(e)(6)), $150,000,000 20 for each of fiscal years 2024 through 2028; and’’. 21 VerDate Sep 11 2014 22:35 May 16, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3080.IH H3080 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 3080 IH SEC. 3.
