A BILL
To amend title 28, United States Code, to prohibit the
issuance of nationwide injunctions from single-judge divi-
sions of U.S. District Courts.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘End Judge Shopping
4
Act of 2023’’.
5
SEC. 2. ORDERS PURPORTING TO RESTRAIN ENFORCE-
6
MENT AGAINST NON-PARTIES.
7
(a) IN GENERAL.—Chapter 87 of title 28, United
8
States Code, is amended by adding at the end the fol-
9
lowing:

‘‘§ 1414. Civil actions seeking nationwide injunctions

‘‘A civil action which seeks an order enforceable in
2
each district and division of the United States shall be
3
brought only in a division of a judicial district which has
4
two or more active judges assigned.’’.
5
(b) CLERICAL AMENDMENT.—The table of sections
6
for such chapter is amended by adding at the end the fol-
7
lowing:

‘‘1414. Civil actions seeking nationwide injunctions.’’.
