To amend title 28, United States Code, to prohibit the
issuance of nationwide injunctions from single-judge divi-
sions of U.S. District Courts.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββEnd Judge Shopping
4
Act of 2023ββ.

SEC. 2. ORDERS PURPORTING TO RESTRAIN ENFORCE-
6
MENT AGAINST NON-PARTIES.

(a) IN GENERAL.βChapter 87 of title 28, United
8
States Code, is amended by adding at the end the fol-
9
lowing:
