following bill; which was referred to the Committee on Foreign Affairs
A BILL
To prohibit the use of funds to seek membership in the
World Health Organization or to provide assessed or
voluntary contributions to the World Health Organiza-
tion.
Be it enacted by the Senate and House of Representa-

SECTION 1. PROHIBITION ON USE OF FUNDS TO SEEK

MEMBERSHIP IN THE WORLD HEALTH ORGA-
2
NIZATION OR TO PROVIDE ASSESSED OR VOL-
3
UNTARY CONTRIBUTIONS TO THE WORLD
4
HEALTH ORGANIZATION.

(a) IN GENERAL.—Notwithstanding any other provi-
6
sion of law, no funds available to any Federal department
7
or agency may be used to seek membership by the United
8
States in the World Health Organization or to provide as-
9
sessed or voluntary contributions to the World Health Or-
10
ganization until such time as the Secretary of State cer-
11
tifies to Congress that the World Health Organization
12
meets the conditions described in subsection (b).
13
(b) CONDITIONS DESCRIBED.—The conditions de-
14
scribed in this subsection are the following:
15
(1) The World Health Organization has adopt-
16
ed meaningful reforms to ensure that humanitarian
17
assistance is not politicized and is to be provided to
18
those with the most need.
19
(2) The World Health Organization is not
20
under the control or significant malign influence of
21
the Chinese Communist Party.
22
(3) The World Health Organization is not in-
23
volved in a coverup of the Chinese Communist Par-
24
ty’s response to the COVID–19 pandemic.

(4) The World Health Organization grants ob-
1
server status to Taiwan.
2
(5) The World Health Organization does not di-
3
vert humanitarian or medical supplies to Iran, North
4
Korea, or Syria.
5
(6) The World Health Organization has put in
6
place mechanisms to increase transparency and ac-
7
countability in its operations and eliminate waste,
8
fraud, and abuse.
9
(7) The World Health Organization has ceased
10
all funding for, engagement in, and messaging with
11
respect to certain controversial and politically
12
charged issues that are non-germane to the World
13
Health Organization’s directive, including—
14
(A) so-called ‘‘gender identity’’ and harm-
15
ful rhetoric relating to ‘‘gender affirming care’’;
16
(B) climate change; and
17
(C) access to abortion.
18
(8) The World Health Organization has agreed
19
that as a condition of membership by the United
20
States in the World Health Organization, no direc-
21
tive issued by the World Health Organization may
22
be considered to be legally binding on any United
23
States citizen or individual State.
