SEC. 2. ACCEPTING OF CRYPTOCURRENCY AT RESTAU-

RANTS,
VENDING
MACHINES,
AND
GIFT

SHOPS IN THE CAPITOL COMPLEX.

(a) DEFINITIONS.—In this section—
6
(1) the term ‘‘Capitol Buildings’’ means the
7
Capitol Buildings described in section 5101 of title
8
40, United States Code; and
9
(2) the term ‘‘digital asset’’ means a natively
10
electronic asset that—
11
(A) is recorded on a cryptographically se-
12
cured distributed ledger; and
13
(B) is designed to confer only economic or
14
access rights.

(b) ACCEPTANCE OF CRYPTOCURRENCY.—The Archi-
16
tect of the Capitol, the Secretary of the Senate, and the
17
Chief Administrative Officer of the House of Representa-
18
tives shall each, for the Capitol Buildings that are under
19
their jurisdiction—

(1) subject to subsection (c), solicit and enter
21
into contracts to provide food service and vending
22
machines in such Capitol Buildings with persons
23
that will accept digital assets as payment for goods;

and

(c) ADDITIONAL CONSIDERATIONS.—The Architect
4
of the Capitol, the Secretary of the Senate, and the Chief
5
Administrative Officer of the House of Representatives
6
may not enter into contracts described in subsection (b)(1)
7
if the Architect of the Capitol, in consultation with the
8
Secretary of the Senate and the Chief Administrative Offi-
9
cer of the House, reports to the Committee on Rules and
10
Administration of the Senate and the Committee on
11
House Administration of the House of Representatives
12
that entering into such contracts would preclude the selec-
13
tion of alternatives that are cost-effective and value-cen-
14
tered for patrons.
