following bill; which was referred to the Committee on Homeland Security
A BILL
To terminate the requirement imposed by the Secretary of
Homeland Security for proof of COVID–19 vaccination
for foreign travelers, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. TERMINATING DHS REQUIREMENT FOR PROOF
3
OF COVID–19 VACCINATION FOR FOREIGN
4
TRAVELERS.
5
(a) IN GENERAL.—Beginning on the date of the en-
6
actment of this Act, a travel vaccination requirement for
7
foreign travelers referred to in subsection (c) shall have

no force or effect, unless otherwise specified in a provision

of law enacted after the date of the enactment of this Act.

(b) PROHIBITION ON FUNDING.—Beginning on the
3
date of the enactment of this Act, no Federal funds may
4
be used to administer, implement, or enforce a travel vac-
5
cination requirement for foreign travelers referred to in
6
subsection (c), unless otherwise specified in a provision of
7
law enacted after the date of the enactment of this Act.

(c) TRAVEL VACCINATION REQUIREMENT FOR FOR-
9
EIGN TRAVELERS.—In this Act, a travel vaccination re-
10
quirement for foreign travelers referred to in this sub-
11
section is a requirement specified in—
12
(1) the decision issued by the Secretary of
13
Homeland Security and the Commissioner of U.S.
14
Customs and Border Protection entitled ‘‘Notifica-
15
tion of Temporary Travel Restrictions Applicable to
16
Land Ports of Entry and Ferries Service Between
17
the United States and Canada’’ and published in the
18
Federal Register on April 22, 2022 (87 Fed. Reg.
19
24048 et seq.) for proof of COVID–19 vaccination
20
for travelers who are covered individuals (as defined
21
in such order);
22
(2) the decision of the Secretary of Homeland
23
Security entitled ‘‘Notification of Temporary Travel
24
Restrictions Applicable to Land Ports of Entry and

Ferries Service Between the United States and Mex-

ico’’ published in the Federal Register on April 22,
2
2022 (87 Fed. Reg. 24041) to continue to tempo-
3
rarily restrict travel by certain noncitizens into the
4
United States at land ports of entry, including ferry
5
terminals, along the United States-Mexico border; or
6
(3) any successor or subsequent decision of the
7
Secretary of Homeland Security or the Commis-
8
sioner of U.S. Customs and Border Protection for
9
the processing for entry into the United States for-
10
eign persons to show proof of COVID–19 vaccina-
11
tion as a condition on entering the United States.
