A BILL
To amend the Richard B. Russell National School Lunch
Act to establish statewide community eligibility for cer-
tain special assistance payments, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘No Hungry Kids in
4
Schools Act’’.

SEC. 2. STATEWIDE COMMUNITY ELIGIBILITY.

Section 11(a)(1)(F) of the Richard B. Russell Na-
2
tional School Lunch Act (42 U.S.C. 1759a(a)(1)(F)) is
3
amended by adding at the end the following:
4
‘‘(xiv) STATEWIDE COMMUNITY ELIGI-
5
BILITY.—For each school year beginning
6
on or after July 1, 2023, the Secretary
7
shall establish an option for States to uti-
8
lize a statewide community eligibility pro-
9
gram, for purposes of which, in the case of
10
a State agency that agrees to provide fund-
11
ing from sources other than Federal funds
12
to ensure that local educational agencies in
13
the State receive the free reimbursement
14
rate for 100 percent of the meals served at
15
applicable schools, as defined by the Sec-
16
retary—
17
‘‘(I) the multiplier described in
18
clause (vii) shall apply;
19
‘‘(II) the threshold described in
20
clause (viii) shall be zero; and
21
‘‘(III) the percentage of enrolled
22
students who were identified students
23
shall be calculated across all applica-
