A BILL
To prohibit the issuance of a passport with any gender
designation other than ‘‘male’’ or ‘‘female’’, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Traditional Passport
4
Act’’ or the ‘‘TPA Act’’.

SEC. 2. PROHIBITION.

(a) IN GENERAL.—The Secretary of State may not
7
issue any passport that contains a gender designation
8
other than ‘‘male’’ or ‘‘female’’, and may permit appli-

(b) DEFINITION OF BIOLOGICAL GENDER.—For pur-
4
poses of the prohibition in this section, the biological gen-
5
der of an individual means the biological classification of
6
the individual as of the male or female sex in the context
7
of reproductive potential or capacity, as indicated by sex
8
chromosomes, naturally occurring sex hormones, gonads,
9
and nonambiguous internal and external genitalia present
10
at birth.
