Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. GRANT PROGRAM FOR ONE-STOP CRISIS FACILI- 1 TIES. 2 (a) ESTABLISHMENT.—The Secretary of Health and 3 Human Services (in this section referred to as the ‘‘Sec- 4 retary’’), in consultation with the Secretary of Housing 5 and Urban Development, the Attorney General, the Sec- 6 retary of the Interior, and the heads of any other relevant 7 Federal agencies, shall award grants to eligible entities in 8 the amounts determined pursuant to subsection (d) for the 9 purpose of establishing, operating, or expanding one-stop 10 crisis facilities. 11 (b) ELIGIBLE ACTIVITIES.—Activities funded 12 through a grant under this section for establishing, oper- 13 ating, or expanding a one-stop crisis facility may include— 14 (1) acquiring, constructing, or developing facili- 15 ties; 16 (2) acquiring supplies or equipment; 17 (3) training, hiring, and retaining staff; 18 (4) establishing, operating, or expanding serv- 19 ices provided at a one-stop crisis facility, including— 20 (A) health care services, including behav- 21 ioral health and substance use disorder treat- 22 ment, including medication for opioid use dis- 23 order; 2 (D) housing assistance, including financial 3 assistance for housing; 4 (E) legal services; and 5 (F) other wrap-around services, not limited 6 to services that are clinical in nature, provided 7 as part of a one-stop crisis facility; 8 (5) coordinating with governmental and non- 9 governmental partners (including local crisis re- 10 sponse, law enforcement, fire services, emergency 11 medical services, health care entities, workforce de- 12 velopment programs, aging, disability, and senior 13 services, community-based organizations, faith-based 14 organizations, civic organizations, housing authori- 15 ties, continuum of care programs, immigrant and 16 refugee assistance organizations, veteran service or- 17 ganizations, deflection initiatives led by first re- 18 sponders, evidence-based jail diversion programs, 19 such as law enforcement-assisted diversion pro- 20 grams, children and family organizations, and other 21 entities involved in the provision of wrap-around 22 services, not limited to clinical services); and 3 (7) planning system-wide coordination with 4 other entities involved in crisis response. 5 (c) SUBGRANTS.—A recipient of a grant under this 6 section may use such grant to award subgrants to non- 7 governmental entities for the purpose of providing one- 8 stop crisis facility services, including those described in 9 paragraphs (3), (4), (5), and (6) of subsection (b). 10 (d) DETERMINATION OF AMOUNTS.— 11 (1) METROPOLITAN CITIES.—Of the total 12 amount made available for a fiscal year pursuant to 13 subsection (g)(2)(A), the Secretary shall award to 14 each metropolitan city receiving a grant under this 15 section an amount that bears the same proportion to 16 such total amount as the population of such metro- 17 politan city bears to the total population of all met- 18 ropolitan cities receiving grants under this section. 19 (2) NONENTITLEMENT UNITS OF LOCAL GOV- 20 ERNMENT.—Of the total amount made available for 21 a fiscal year pursuant to subsection (g)(2)(B), the 22 Secretary shall award to each nonentitlement unit of 23 local government receiving a grant under this section 24 an amount that bears the same proportion to such 25 VerDate Sep 11 2014 06:47 May 09, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2977.IH H2977 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 2977 IH total amount as the population of such nonentitle- 1 ment unit of local government bears to the total 2 population of all nonentitlement units of local gov- 3 ernment receiving grants under this section. 4 (3) COUNTIES.—The Secretary shall award to 5 each county receiving a grant under this section— 6 (A) of half of the amount made available 7 for a fiscal year pursuant to subsection 8 (g)(2)(C), an amount that is equal for each 9 such county; and 10 (B) of the remaining half of the amount 11 made available for a fiscal year pursuant to 12 subsection (g)(2)(C), an amount that bears the 13 same proportion to such remaining half as the 14 population of such county bears to the total 15 population of all counties receiving grants 16 under this section. 17 (4) STATES.—The Secretary shall award to 18 each State receiving a grant under this section— 19 (A) of half of the amount made available 20 for a fiscal year pursuant to subsection 21 (g)(2)(D), an amount that is equal for each 22 such State; and 23 (B) of the remaining half of the amount 24 made available for a fiscal year pursuant to 25 VerDate Sep 11 2014 06:47 May 09, 2023 Jkt 039200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H2977.IH H2977 kjohnson on DSK79L0C42PROD with BILLS 6 •HR 2977 IH subsection (g)(2)(D), an amount that bears the 1 same proportion to such remaining half as the 2 population of such State bears to the total pop- 3 ulation of all States receiving grants under this 4 section. 5 (5) INDIAN TRIBES.—The Secretary shall 6 award to each Indian Tribe receiving a grant under 7 this section— 8 (A) of 25 percent of the amount made 9 available for a fiscal year pursuant to sub- 10 section (g)(2)(E), an amount that is equal for 11 each such Indian Tribe; and 12 (B) of 75 percent of the amount made 13 available for a fiscal year pursuant to sub- 14 section (g)(2)(E), an amount determined by the 15 Secretary of the Interior. 16 (6) TERRITORIES.—Of the total amount made 17 available for a fiscal year pursuant to subsection 18 (g)(2)(F), the Secretary shall award to each terri- 19 tory receiving a grant under this section an amount 20 that bears the same proportion to such total amount 21 as the population of such territory bears to the total 22 population of all territories receiving grants under 23 this section. 24 (e) APPLICATION.— 25 VerDate Sep 11 2014 06:47 May 09, 2023 Jkt 039200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H2977.IH H2977 kjohnson on DSK79L0C42PROD with BILLS 7 •HR 2977 IH (1) IN GENERAL.—To seek a grant under this 1 section, an eligible entity shall submit an application 2 to the Secretary at such time, in such manner, and 3 accompanied by such information as the Secretary 4 may require. 5 (2) PLAN.—Such an application shall include a 6 plan for how the grant funds will be used, includ- 7 ing— 8 (A) how such plan is informed by stake- 9 holders in the community, especially people with 10 lived experiences with a behavioral health crisis, 11 people with disabilities, and community organi- 12 zations that work with these communities; 13 (B) how the recipient will collaborate with 14 community-based organizations to connect indi- 15 viduals with appropriate services in a timely 16 and direct manner; 17 (C) how the recipient will establish a hous- 18 ing first policy strategy for adults experiencing 19 homelessness and a transitional housing, wrap 20 around services strategy for youth in crisis; 2 (E) how the recipient will work in conjunc- 3 tion with crisis response systems, law enforce- 4 ment, fire services, emergency medical services, 5 homeless outreach, community health workers, 6 and emergency departments to divert individ- 7 uals experiencing a behavioral health or sub- 8 stance use crisis to the one-stop crisis facility; 9 (F) how the recipient will consult with peo- 10 ple with lived experience with a behavioral 11 health crisis to design centers that have a 12 ‘‘home-like’’ environment that is accessible; 13 (G) how the recipient will work in conjunc- 14 tion with continuum of care programs and 15 housing providers to connect individuals at as- 16 sisted housing facilities with the one-stop crisis 17 facility to receive supportive services; and 18 (H) how the recipient intends to create 19 programming and services specific to the needs 20 of youth. 21 (f) NONDISCRIMINATION.—No person in the United 22 States shall, on the basis of actual or perceived race, color, 23 religion, national origin, sex (including sexual orientation 24 and gender identity), or disability, be excluded from par- 25 VerDate Sep 11 2014 06:47 May 09, 2023 Jkt 039200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H2977.IH H2977 kjohnson on DSK79L0C42PROD with BILLS 9 •HR 2977 IH ticipation in, be denied the benefits of, or be subjected to 1 discrimination under any program or activity funded, in 2 whole or in part, with funds made available under this Act. 3 (g) DEFINITIONS.—In this section: 4 (1) The terms ‘‘county’’, ‘‘metropolitan city’’, 5 and ‘‘nonentitlement unit of local government’’ have 6 the meanings given to such terms in section 603(g) 7 of the Social Security Act (42 U.S.C. 803(g)). 8 (2) The term ‘‘eligible entity’’ means a metro- 9 politan city, a nonentitlement unit of local govern- 10 ment, a county, a State, an Indian Tribe, or a terri- 11 tory. 12 (3) The term ‘‘Indian Tribe’’ has the meaning 13 given to the term ‘‘Indian tribe’’ in section 102 of 14 the Federally Recognized Indian Tribe List Act of 15 1994 (25 U.S.C. 5130). 16 (4) The term ‘‘one-stop crisis facility’’ means a 17 facility that provides, at a single location— 18 (A) on-site services for behavioral health 19 and substance use disorder; 20 (B) housing services; and 21 (C) coordination with health care services, 22 housing services, legal aid, or other case man- 23 agement or wrap-around services available in 24 the community. 25 VerDate Sep 11 2014 06:47 May 09, 2023 Jkt 039200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H2977.IH H2977 kjohnson on DSK79L0C42PROD with BILLS 10 •HR 2977 IH (5) The term ‘‘State’’ means each State of the 1 United States and the District of Columbia. 2 (6) The term ‘‘territory’’ means the Common- 3 wealth of Puerto Rico, the United States Virgin Is- 4 lands, Guam, the Commonwealth of the Northern 5 Mariana Islands, and American Samoa. 6 (h) AUTHORIZATION OF APPROPRIATIONS.— 7 (1) IN GENERAL.—There is authorized to be 8 appropriated to carry out this section 9 $11,500,000,000 for each of fiscal years 2024 10 through 2028. 11 (2) RESERVATION.—Of the amounts authorized 12 to be appropriated by paragraph (1)— 13 (A) $3,000,000,000 shall be for grants to 14 metropolitan cities; 15 (B) $1,000,000,000 shall be for grants to 16 nonentitlement units of local government; 17 (C) $3,000,000,000 shall be for grants to 18 counties; 19 (D) $2,000,000,000 shall be for grants to 20 States;
