porting trauma center violence intervention and violence prevention pro-
grams, and for other purposes.

A BILL
To amend the Public Health Service Act to establish a grant
program supporting trauma center violence intervention
and violence prevention programs, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββBipartisan Solution
4
to Cyclical Violence Act of 2023ββ.

SEC. 2. GRANT PROGRAM SUPPORTING TRAUMA CENTER

VIOLENCE INTERVENTION AND VIOLENCE

PREVENTION PROGRAMS.
3
Part P of title III of the Public Health Service Act
4
(42 U.S.C. 280g et seq.) is amended by adding at the end
5
the following new section:
6
ββSEC. 399Vβ8. GRANT PROGRAM SUPPORTING TRAUMA CEN-
7
TER VIOLENCE INTERVENTION AND VIO-
8
LENCE PREVENTION PROGRAMS.
9
ββ(a) AUTHORITY ESTABLISHED.β
10
ββ(1) IN GENERAL.βThe Secretary shall award
11
grants to eligible entities to establish or expand vio-
12
lence intervention or prevention programs for serv-
13
ices and research designed to reduce the incidence of
14
reinjury and reincarceration caused by intentional
15
violent trauma, excluding intimate partner violence.
16
ββ(2) FIRST AWARD.βNot later than 9 months
17
after the date of enactment of this section, the Sec-
18
retary shall make the first award under paragraph
19
(1).
20
ββ(3) GRANT DURATION.βEach grant awarded
21
under paragraph (1) shall be for a period of 3 years.
22
ββ(4) GRANT
AMOUNT.βThe total amount of
23
each grant awarded under paragraph (1) for the 3-
24
year grant period shall be not less than $250,000
25
and not more than $500,000.

ββ(5) SUPPLEMENT
NOT
SUPPLANT.βA grant

awarded under paragraph (1) to an eligible entity
2
with an existing program described in paragraph (1)
3
shall be used to supplement, and not supplant, any
4
other funds provided to such entity for such pro-
5
gram.

ββ(b) ELIGIBLE ENTITIES.βTo be eligible to receive
7
a grant under subsection (a)(1), an entity shallβ
8
ββ(1) either beβ
9
ββ(A) a State-designated trauma center, or
10
a trauma center verified by the American Col-
11
lege of Surgeons, that conducts or seeks to con-
12
duct a violence intervention or violence preven-
13
tion program; or
14
ββ(B) a nonprofit entity that conducts or
15
seeks to conduct a program described in sub-
16
paragraph (A) in cooperation with a trauma
17
center described in such subparagraph;
18
ββ(2) serve a community in which at least 100
19
incidents of intentional violent trauma occur annu-
20
ally; and
21
ββ(3) submit to the Secretary an application at
22
such time, in such manner, and containing such in-
23
formation as the Secretary may require.

ββ(1) GEOGRAPHIC
DIVERSITY.βIn selecting
1
grant recipients under subsection (a)(1), the Sec-
2
retary shall ensure that, collectively, grantees rep-
3
resent a diversity of geographic areas.
4
ββ(2) PRIORITY.βIn selecting grant recipients
5
under
subsection
(a)(1),
the
Secretary
shall
6
prioritize applicants that serve one or more commu-
7
nities with high absolute numbers or high rates of
8
intentional violent trauma.

ββ(3)
HEALTH
PROFESSIONAL
SHORTAGE
10
AREAS.β
11
ββ(A) ENCOURAGEMENT.βThe Secretary
12
shall encourage entities described in paragraphs
13
(1) and (2) that are located in or serve a health
14
professional shortage area to apply for grants
15
under subsection (a)(1).
16
ββ(B) DEFINITION.βIn subparagraph (A),
17
the term βhealth professional shortage areaβ
18
means a health professional shortage area des-
19
ignated under section 332.

ββ(d) REPORTS.β
21
ββ(1) REPORTS TO SECRETARY.β

ββ(A) IN
GENERAL.βAn entity that re-
23
ceives a grant under subsection (a)(1) shall
24
submit reports on the use of the grant funds to

the Secretary, including progress reports, as re-
1
quired by the Secretary. Such reports shall in-
2
cludeβ
3
ββ(i) any findings of the program es-
4
tablished, or expanded, by the entity
5
through the grant; and
6
ββ(ii) if applicable, the manner in
7
which the entity has incorporated such
8
findings in the violence intervention or vio-
9
lence prevention program conducted by
10
such entity.
11
ββ(B) OPTION FOR JOINT REPORT.βTo the
12
extent feasible and appropriate, an entity that
13
receives a grant under subsection (a)(1) may
14
elect to coordinate with one or more other enti-
15
ties that have received such a grant to submit
16
a joint report that meets the requirements of
17
subparagraph (A).

ββ(2) REPORT TO CONGRESS.βNot later than 6
19
years after the date of enactment of the Bipartisan
20
Solution to Cyclical Violence Act of 2023, the Sec-
21
retary shall submit to Congress a reportβ
22
ββ(A) on any findings resulting from re-
23
ports submitted to the Secretary under para-
24
graph (1);

ββ(B) on best practices developed by the

Secretary under subsection (e); and
2
ββ(C) with recommendations for legislative
3
action relating to intentional violent trauma
4
prevention that the Secretary determines appro-
5
priate.

ββ(e) BEST PRACTICES.βNot later than 6 years after
7
the date of enactment of the Bipartisan Solution to Cycli-
8
cal Violence Act of 2023, the Secretary shallβ
9
ββ(1) develop, and post on a public website of
10
the Department of Health and Human Services, best
11
practices for intentional violent trauma prevention,
12
based on any findings reported to the Secretary
13
under subsection (d)(1); and
14
ββ(2) disseminate such best practices to stake-
15
holders, as determined appropriate by the Secretary.

ββ(f) AUTHORIZATION
OF
APPROPRIATIONS.βTo
17
carry out this section, there is authorized to be appro-
18
priated $10,000,000 for the period of fiscal years 2024
19
through 2027.ββ.
