A BILL
To amend title 49, United States Code, to define critical
airport infrastructure, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Resilient Airports
4
Act’’.
5
SEC. 2. AIRPORT IMPROVEMENT DEFINITIONS.
6
Section 47102 of title 49, United States Code, is
7
amended—
8
(1) in paragraph (3) by adding at the end the
9
following:

‘‘(S) improvement of any critical airport
1
infrastructure at a general aviation airport that
2
is—
3
‘‘(i) a nonhub, small hub, medium
4
hub, or large hub airport to increase resil-
5
ience for the purpose of resuming flight
6
operations under visual flight rules fol-
7
lowing a natural disaster; or
8
‘‘(ii) identified as a Federal staging
9
area or Incident Support Base in a plan
10
that is part of the National Preparedness
11
Goal and National Preparedness System
12
established by the Post-Katrina Emergency
13
Management Reform Act and described by
14
Presidential Policy Directive 8 and/or pre-
15
determined as a staging location within a
16
Department of Homeland Security, Fed-
17
eral
Emergency
Management
Agency,
18
Emergency
Management
Performance
19
Grant recipient’s approved Distribution
20
Management Plan Annex to their existing
21
Emergency Operations Plan for the pur-
22
pose of resuming flight operations under
23
visual flight rules following a natural dis-
24
aster.’’;

(11), (12), and (13) as paragraphs (9), (10), (11),

(4) by inserting after paragraph (14), as so re-

designated, the following:

‘‘(15) ‘natural disaster’ means earthquake,
11
flooding, high water, wildfires, hurricane, storm
12
surge, tidal wave, tornado, tsunami, or wind driven
13
water.’’; and
14
(5) by inserting after paragraph (7) the fol-
15
lowing:

‘‘(8) ‘critical airport infrastructure’ means run-
17
ways, taxiways, and aprons necessary to sustain ei-
18
ther—
19
‘‘(A) commercial service flight operations;
20
or
21
‘‘(B) flight operations at a general aviation
22
airport that is identified as a Federal staging
23
area or Incident Support Base in a plan that is
24
part of the National Preparedness Goal and
