United States Postal Service police officers, and for other purposes.

Mr. GARBARINO (for himself, Mr. PASCRELL, Ms. NORTON, and Mr. CAL-
VERT) introduced the following bill; which was referred to the Committee
on the Judiciary, and in addition to the Committee on Oversight and Ac-
countability, for a period to be subsequently determined by the Speaker,
in each case for consideration of such provisions as fall within the juris-
diction of the committee concerned
A BILL
To amend title 18, United States Code, to modify the role
and duties of United States Postal Service police officers,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Postal Police Reform
4
Act of 2023’’.
5
SEC. 2. ROLE AND DUTIES OF USPS POLICE OFFICERS.

Section 3061 of title 18, United States Code, is

amended—

(1) in subsection (a), by striking ‘‘Postal In-
1
spectors and other agents of the United States Post-
2
al Service’’ and inserting ‘‘Postal Inspectors, Postal
3
Service police officers, and other agents of the
4
United States Postal Service’’; and
5
(2) by amending subsection (c) to read as fol-
6
lows:

‘‘(c)(1) As to property owned or occupied by the Post-
8
al Service or under the charge and control of the Postal
9
Service, the Postmaster General may prescribe regulations
10
necessary for the protection and administration of prop-
11
erty owned or occupied by the Postal Service and persons
12
on the property. The regulations may include reasonable
13
penalties, within the limits prescribed in paragraph (2),
14
for violations of the regulations. The regulations shall be
15
posted and remain posted in a conspicuous place on the
16
property.

‘‘(2) A person violating a regulation prescribed under
18
this subsection shall be fined under this title, imprisoned
19
for not more than 30 days, or both.’’.
