Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Carrying Automobiles
4
Responsibly and Safely Act’’ or the ‘‘CARS Act’’.
5
SEC. 2. OPERATION OF CERTAIN SPECIALIZED HAULING
6
VEHICLES ON INTERSTATE.
7
Section 127 of title 23, United States Code, is
8
amended by adding at the end the following:
9
‘‘(x) OPERATION OF CERTAIN SPECIALIZED HAUL-
10
ING VEHICLES ON THE INTERSTATE.—
11
‘‘(1) IN GENERAL.—A State may not prohibit
12
the operation of a stinger-steered combination auto-
13
mobile transporter with a gross weight of 88,000
14
pounds or less on—
15
‘‘(A) any segment of the Interstate System
16
(except a system exempted under section
17
31111(f) of title 49); or
18
‘‘(B) the classes of qualifying Federal-aid
19
primary highways designated by the Secretary
20
under section 31111(e) of title 49.
21
‘‘(2) REASONABLE
ACCESS.—No State may
22
enact or enforce a law denying reasonable access to
23
stinger-steered combination automobile transporters,
24
to and from highways described in paragraph (1), to

loading or unloading points or facilities for food,

‘‘(3) AXLE WEIGHT TOLERANCE.—A State shall

allow a stinger-steered combination automobile
4
transporter an increase of not more than 10 percent
5
on the axle weight limitations set forth in subsection
6
(a).

‘‘(4) STINGER-STEERED
COMBINATION
AUTO-
8
MOBILE
TRANSPORTER
DEFINED.—In this sub-
9
section, the term ‘stinger-steered combination auto-
10
mobile transporter’ means a truck tractor semitrailer
11
wherein the fifth wheel is located on a drop frame
12
located behind and below the rear-most axle of the
13
power unit.’’.
