AN ACT
To direct the Comptroller General of the United States to
conduct a study on the effectiveness of emergency alert-
ing systems, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Weather Alert Re-
2
sponse and Notification Act’’ or the ‘‘WARN Act’’.

SEC. 2. EFFECTIVENESS OF LOCAL, STATE, AND FEDERAL
4
ALERTING SYSTEMS.

(a) IN GENERAL.—The Comptroller General of the
6
United States shall conduct a study on the effectiveness
7
of local, State, and Federal emergency alerting systems
8
in disseminating timely and relevant information during
9
weather-related emergencies to help communities develop
10
better policies and procedures for emergency response and
11
enhance public safety in the event of a weather-related
12
emergency.

(b) CONTENTS.—In conducting the study under sub-
14
section (a), the Comptroller General shall—
15
(1) evaluate the efficacy of various alert medi-
16
ums, including platforms such as social media, to
17
disseminate emergency alerts, including travel bans
18
and mass power outages, during extreme weather
19
events;
20
(2) assess the extent that guidance and training
21
exists for developing alert content, such as ensuring
22
alerts are clear, relevant, and provide the public with
23
actionable information; and
24
(3) determine whether improvements could be
25
made to public alerting based on input from a se-

(c) REPORT.—Not later than 18 months after the
3
date of enactment of this Act, the Comptroller General
4
shall submit to the Committee on Transportation and In-
5
frastructure and the Committee on Homeland Security of
6
the House of Representatives and the Committee on
7
Homeland Security and Governmental Affairs of the Sen-
8
ate a report on the study conducted under subsection (a).
