Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Recreation for All 4 Act’’. 5 SEC. 2. INCREASING YOUTH RECREATION VISITS TO FED- 6 ERAL LAND. 7 (a) STRATEGY.—Not later than 1 year after the date 8 of enactment of this Act, and not less frequently than once 9 VerDate Sep 11 2014 02:44 May 05, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1385.IS S1385 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •S 1385 IS every 5 years thereafter, the Secretary of the Interior and 1 the Secretary of Agriculture (referred to in this Act as 2 the ‘‘Secretaries’’) shall develop and make public a na- 3 tional strategy, after public notice and comment, to in- 4 crease the number of youth recreation visits to Federal 5 land. 6 (b) REQUIREMENTS.—A strategy developed under 7 subsection (a)— 8 (1) shall— 9 (A) emphasize increased recreation oppor- 10 tunities on Federal land for underserved youth; 11 (B) establish objectives and quantifiable 12 targets for increasing youth recreation visits; 13 and 14 (C) provide the anticipated costs to achieve 15 the objectives and meet the targets established 16 under subparagraph (B); and 17 (2) shall not establish any preference between 18 similar recreation facilitated by noncommercial or 19 commercial entities. 20 (c) AGREEMENTS.—The Secretaries may enter into 21 contracts or cost-share agreements (including contracts or 22 agreements for the acquisition of vehicles) to carry out 23 this section. 24 VerDate Sep 11 2014 02:44 May 05, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1385.IS S1385 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •S 1385 IS SEC. 3. MONITORING FOR IMPROVED RECREATION DECI- 1 SIONMAKING. 2 (a) IN GENERAL.—The Secretaries shall seek to cap- 3 ture comprehensive recreation use data to better under- 4 stand and inform decisionmaking by the Secretaries. 5 (b) PILOT PROTOCOLS.—Not later than 1 year after 6 the date of enactment of this Act, and after public notice 7 and comment, the Secretaries shall establish pilot proto- 8 cols at not fewer than 10 land management units under 9 the jurisdiction of each of the Secretaries to model recre- 10 ation use patterns (including low-use recreation activities 11 and dispersed recreation activities) that may not be effec- 12 tively measured by existing general and opportunistic sur- 13 vey and monitoring protocols. 14 SEC. 4. INFORMING THE PUBLIC OF ACCESS CLOSURES. 15 (a) IN GENERAL.—The Secretaries shall, to the ex- 16 tent practicable and in a timely fashion, alert the public 17 to any closure or disruption to public campsites, trails, 18 roads, and other public areas and access points under the 19 jurisdiction of the applicable Secretary. 20 (b) ONLINE ALERT.—An alert under subsection (a) 21 shall be posted online on a public website of the appro- 22 priate land unit in a manner that— 23 (1) ensures that the public can easily find the 24 alert in searching for the applicable campsite, trail, 25 road, or other access point; and 26 VerDate Sep 11 2014 02:44 May 05, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1385.IS S1385 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •S 1385 IS (2) consolidates all alerts under subsection (a). 1 SEC. 5.
