is based on calculating the average daily attendance of students over
a State-determined period of time.

A BILL
To prohibit States from utilizing a funding formula for public
schools that is based on calculating the average daily
attendance of students over a State-determined period
of time.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Cash to Classrooms
4
Act’’.

SEC. 2. FINDINGS.

Congress finds the following:

(1) Only 7 State governments use a funding
1
formula for public schools reliant on calculating the
2
average number of students in seats in district
3
schools calculated over a State-determined period of
4
time.
5
(2) Multiple studies show that average daily at-
6
tendance formulas are more susceptible to absentee-
7
ism issues and can result in significantly decreased
8
funding for certain schools.
9
(3) Many schools who suffer from chronic ab-
10
senteeism serve socioeconomically disadvantaged
11
groups, such as low income and minority students.
12
(4) Under average daily attendance formulas,
13
schools who serve disadvantaged groups who are
14
more likely to suffer higher rates of absenteeism lose
15
more funding than other schools, which creates a
16
lack of resources to address absenteeism.

SEC. 3. PROHIBITING THE USE OF AVERAGE DAILY AT-
18
TENDANCE FOR PUBLIC SCHOOL FUNDING
19
FORMULAS.

No State shall utilize a funding formula for public
21
schools that is based on calculating the average daily at-
22
tendance of students over a State-determined period of
23
time.
