Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. STUDY ON CARBON FOOTPRINT AND ENVIRON- 1 MENTAL IMPACT OF AN ELECTRIC VEHICLE 2 ECOSYSTEM. 3 (a) IN GENERAL.—The Comptroller General of the 4 United States, in consultation with the Secretary of En- 5 ergy and the Administrator of the Environmental Protec- 6 tion Agency, shall conduct a study on the total carbon 7 footprint and environmental impact of an electric vehicle 8 ecosystem, including— 9 (1) the production of batteries used in electric 10 vehicles, including the mining and processing of min- 11 erals for those batteries; 12 (2) the production, transmission, and distribu- 13 tion of electricity used to charge and power electric 14 vehicles; and 15 (3) all other aspects of the production, use, and 16 disposal of electric vehicles, including all minerals 17 necessary for, and components of, electric vehicles. 18 (b) REQUIREMENT.—In conducting the study under 19 subsection (a), the Comptroller General of the United 20 States shall conduct a thorough analysis of— 21 (1) the burden on electric grids across the 22 United States that would result from full adoption 23 of electric vehicles in the United States; 24 (2) the costs and implications of building out a 25 national network of charging stations and home 26 VerDate Sep 11 2014 04:45 May 03, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1304.IS S1304 kjohnson on DSK79L0C42PROD with BILLS 3 •S 1304 IS charging to support full adoption of electric vehicles 1 in the United States; 2 (3) ongoing costs to maintain an electric vehicle 3 ecosystem that supports full adoption of electric ve- 4 hicles in the United States; and 5 (4) the cost implications on repairing and 6 strengthening roads and bridges. 7 (c) REPORT.—Not later than 180 days after the date 8 of enactment of this Act, the Comptroller General of the 9 United States shall submit to Congress and make publicly 10 available a report describing the results of the study con- 11 ducted under subsection (a), including the analysis con- 12 ducted under subsection (b). 13 Æ VerDate Sep 11 2014 04:45 May 03, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S1304.IS S1304 kjohnson on DSK79L0C42PROD with BILLS
