Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 Congress finds the following: 4 (1) April 25 of each year is recognized inter- 5 nationally as ‘‘World Malaria Day’’. 6 (2) Malaria is a leading cause of death and dis- 7 ease in many developing countries, with nearly half 8 VerDate Sep 11 2014 04:14 May 02, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2854.IH H2854 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 2854 IH of all cases globally occurring in only 4 countries, 1 despite being preventable and treatable. 2 (3) At the end of 2021, there were an estimated 3 247,000,000 malaria cases in 84 endemic countries 4 and 619,000 deaths from malaria. 5 (4) Between 2019 and 2021, an estimated addi- 6 tional 13,400,000 cases and 63,000 deaths were at- 7 tributed to disruptions during that period of the 8 COVID–19 pandemic. 9 (5) Young children and pregnant women are 10 particularly vulnerable to, and disproportionately af- 11 fected by, malaria, with children under the age of 5 12 accounting for 76 percent of malaria deaths each 13 year. 14 (6) Malaria was once a leading cause of death 15 in the United States. 16 (7) Fighting malaria is in the national interest 17 of the United States because reducing the risk of 18 malaria protects members of the Armed Forces and 19 other people of the United States serving overseas in 20 malaria-endemic regions, and reducing malaria 21 deaths helps to lower risks of instability in less de- 22 veloped countries. 23 (8) United States support for efforts to fight 24 malaria— 25 VerDate Sep 11 2014 04:14 May 02, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2854.IH H2854 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 2854 IH (A) is in the diplomatic and moral inter- 1 ests of the United States; 2 (B) generates goodwill toward the United 3 States; and 4 (C) highlights the values of the people of 5 the United States through the work of govern- 6 mental, nongovernmental, and faith-based orga- 7 nizations of the United States. 8 (9) Global investments made in malaria inter- 9 vention programs have averted an estimated 10 2,000,000,000 malaria cases and 11,700,000 ma- 11 laria deaths between 2000 and 2021. 12 (10) The United States Government has played 13 a leading role in the recent progress made toward 14 reducing the global burden of malaria, particularly 15 through the President’s Malaria Initiative and the 16 contribution of the United States to the Global Fund 17 to Fight AIDS, Tuberculosis and Malaria. 18 (11) In fiscal year 2021, the President’s Ma- 19 laria Initiative protected nearly 100,000,000 people 20 with insecticide-treated bed nets, more than 21 21,000,000 people with indoor insecticide spraying, 22 more than 8,000,000 children with seasonal preven- 23 tive treatments, and more than 5,000,000 women 24 with preventive treatments in pregnancy. 25 VerDate Sep 11 2014 04:14 May 02, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2854.IH H2854 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 2854 IH (12) The United States is the largest donor to 1 the Global Fund to Fight AIDS, Tuberculosis and 2 Malaria, and every $1 contributed by the United 3 States leverages an additional $2 from other donors, 4 as required by law. 5 (13) The United States Government is pursuing 6 a comprehensive approach to ending malaria deaths 7 through the President’s Malaria Initiative, led by the 8 Administrator of the United States Agency for 9 International Development and implemented with as- 10 sistance from the Director of the Centers for Dis- 11 ease Control and Prevention, the Secretary of State, 12 the Secretary of Health and Human Services, the 13 Director of the National Institutes of Health, the 14 Secretary of Defense, and private sector entities. 15 SEC. 2. SENSE OF CONGRESS. 16 It is the sense of Congress to— 17 (1) support the goals and ideals of ‘‘World Ma- 18 laria Day’’; 19 (2) recognize the importance of reducing ma- 20 laria prevalence and deaths to improve overall child 21 and maternal health in all endemic regions, espe- 22 cially in sub-Saharan Africa; 23 (3) commend the recent progress made toward 24 reducing global malaria morbidity, mortality, and 25 VerDate Sep 11 2014 04:14 May 02, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2854.IH H2854 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 2854 IH prevalence, particularly through the efforts of the 1 President’s Malaria Initiative and the Global Fund 2 to Fight AIDS, Tuberculosis and Malaria; 3 (4) commend the efforts and achievements in 4 preventing and treating malaria by endemic coun- 5 tries through the national malaria control programs 6 of such countries; 7 (5) welcome ongoing public-private partnerships 8 to research and develop more effective and afford- 9 able tools for malaria prevention, diagnosis, treat- 10 ment, and vaccination; 11 (6) recognize the goals, priorities, and authori- 12 ties to combat malaria set forth in the Tom Lantos 13 and Henry J.
