To provide for the closure of the Consulate General of the People’s Republic
of China and the Hong Kong Economic and Trade Office located in
New York City, and for other purposes.

Mr. TIFFANY (for himself and Mr. GOODEN of Texas) introduced the following
bill; which was referred to the Committee on Foreign Affairs, and in ad-
dition to the Committee on the Judiciary, for a period to be subsequently
determined by the Speaker, in each case for consideration of such provi-
sions as fall within the jurisdiction of the committee concerned
A BILL
To provide for the closure of the Consulate General of the
People’s Republic of China and the Hong Kong Eco-
nomic and Trade Office located in New York City, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. CLOSURE OF THE CONSULATE GENERAL OF

THE PEOPLE’S REPUBLIC OF CHINA AND THE
2
HONG KONG ECONOMIC AND TRADE OFFICE

LOCATED IN NEW YORK CITY.

The President shall, notwithstanding any other provi-
5
sion of law, take such actions as may be necessary to—
6
(1) provide for the closure of the Consulate
7
General of the People’s Republic of China located in
8
New York City and the expulsion of all diplomatic
9
personnel assigned to that mission by not later than
10
72 hours after the date of the enactment of this Act;
11
and
12
(2) notwithstanding section 1 of Public Law
13
105–22 (‘‘an Act to extend certain privileges, exemp-
14
tions, and immunities to the Hong Kong Economic
15
and Trade Offices’’), provide for the closure of the
16
Hong Kong Economic and Trade Office located in
17
New York City and the cancellation of the visas or
18
other entry documentation of all personnel assigned
19
to that Office who are citizens of the People’s Re-
20
public of China by not later than 72 hours after the
21
date of the enactment of this Act.
