to Congress on recommendations to reduce train noise and vibrations
near homes, and for other purposes.

A BILL
To require the Secretary of Transportation to develop and
submit a report to Congress on recommendations to re-
duce train noise and vibrations near homes, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Train Noise and Vibra-
4
tions Reduction Act of 2023’’.

SEC. 2. RECOMMENDATIONS TO REDUCE TRAIN NOISE AND

VIBRATIONS NEAR HOMES.

(a) IN GENERAL.—Not later than 1 year after the
3
date of the enactment of this Act, the Secretary of Trans-
4
portation shall develop and submit to Congress a report
5
containing—
6
(1) recommendations to reduce train noise and
7
vibrations near homes; and
8
(2) estimates of the costs and benefits of each
9
such recommendation.

(b) CONTENTS.—The report required under sub-
11
section (a) shall, at a minimum, include such rec-
12
ommendations regarding—
13
(1) modifications to trains and tracks;
14
(2) modifications to train and track mainte-
15
nance procedures;
16
(3) speed limits for trains;
17
(4) mitigation measures between tracks and
18
homes;
19
(5) the distance required between tracks and
20
homes;
21
(6) limits on the number of trains;
22
(7) limits on the number of cars on trains;
23
(8) limits on hours of operations;
24
(9) building noise insulation; and
