IN THE HOUSE OF REPRESENTATIVES APRIL 24, 2023 Mr. THANEDAR (for himself, Ms. JACKSON LEE, Ms. MOORE of Wisconsin, and Mr. IVEY) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To designate the Federal building located at 985 Michigan Avenue in Detroit, Michigan, as the ‘‘John Conyers Fed- eral Building’’. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 Congress finds the following: 4 (1) Congressman John James Conyers, Jr., was 5 born in Detroit, Michigan in 1929. 6 (2) Conyers served in the Michigan National 7 Guard from 1948 to 1950, the United States Army 8 from 1950 to 1954 (1 year of which he was an offi- 9 VerDate Sep 11 2014 03:48 Apr 29, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2810.IH H2810 DMWilson on DSKJM0X7X2PROD with BILLS 2 •HR 2810 IH cer in the Korean War with the Corps of Engineers), 1 and the Army Reserves from 1954 to 1957. 2 (3) Conyers resumed his studies at Wayne 3 State University and earned a Bachelor of Arts in 4 1957 and Bachelor of Laws in 1958. 5 (4) Conyers was a leader in the Civil Rights 6 Movement, being present in Selma, Alabama on Oc- 7 tober 7, 1963, for the Freedom Day voter registra- 8 tion drive. 9 (5) Conyers was elected to the United States 10 House of Representatives in 1964 and was reelected 11 25 times. 12 (6) Conyers was the first African-American 13 Dean of the United States House of Representa- 14 tives, having been the longest-serving member from 15 2015 to 2017. 16 (7) Conyers was the longest-serving African- 17 American member of the United States House of 18 Representatives, the third longest-serving member of 19 the United States House of Representatives, and the 20 sixth longest-serving member of Congress in history. 21 (8) Conyers was the second-longest serving 22 member of the congressional delegation of Michigan, 23 trailing only Congressman John Dingell. 24 VerDate Sep 11 2014 22:17 Apr 28, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2810.IH H2810 DMWilson on DSKJM0X7X2PROD with BILLS 3 •HR 2810 IH (9) Conyers was one of the 13 founding mem- 1 bers of the Congressional Black Caucus and was 2 considered the Dean of the group. 3 (10) Conyers was the first African American to 4 serve on the Judiciary Committee. 5 (11) Conyers was the first member to introduce 6 the ‘‘Commission to Study Reparation Proposals for 7 America Americans Act’’, which calls for the estab- 8 lishment of a commission to research the history of 9 slavery in the United States and its effects on cur- 10 rent society. 11 (12) Conyers introduced the United States Na- 12 tional Health Care Act, which calls for the creation 13 of a universal single-payer health care system in the 14 United States, in which the government would pro- 15 vide every resident health care free of charge. 16 (13) For 52 years, Conyers served his country 17 in Congress and became an acclaimed lawmaker and 18 civil rights icon with a strong reputation that ex- 19 tended far beyond Michigan. 20 (14) Conyers always displayed advocacy on be- 21 half of civil rights, social justice, and workers’ 22 rights. 23 (15) At the end of his political tenure, Conyers 24 faced accusations of sexual harassment. DESIGNATION. 12 To designate the Federal building located at 985 13 Michigan Avenue in Detroit, Michigan, as the ‘‘John Con- 14 yers Federal Building’’. 15 SEC. 3.
