To add suicide prevention resources to school identification
cards.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Improving Mental
4
Health Access for Students Act’’.
5
SEC. 2. ADDING SUICIDE PREVENTION CONTACT INFORMA-
6
TION TO SCHOOL IDENTIFICATION CARDS.

(a) IN GENERAL.—Section 487(a) of the Higher
8
Education Act of 1965 (20 U.S.C. 1094(a)) is amended
9
by adding at the end the following:

‘‘(30)(A) In the case of an institution that cre-
1
ates and distributes identification cards for students
2
at any time after the date of enactment of this para-
3
graph, such institution shall include phone contact
4
information on each such card for the following or-
5
ganizations:
6
‘‘(i) The National Suicide Prevention Life-
7
line.
8
‘‘(ii) Crisis Text Line.
9
‘‘(iii) A campus mental health center or
10
program, as determined by the institution.
11
‘‘(B) In the case of an institution that does not
12
create and distribute identification cards for stu-
13
dents at any time after the date of enactment of this
14
paragraph, such institution shall publish the suicide
15
prevention contact information specified in subpara-
16
graph (A) on the website of such institution.
17
‘‘(C) If an organization in clause (i) or (ii) of
18
subparagraph (A) ceases to exist, the Secretary may
19
designate a different entity with a similar purpose to
20
be included on the identification card.’’.
21
(b) EFFECTIVE DATE.—The amendment made by
22
subsection (a) shall take effect beginning on the day that
23
is 1 year after the date of enactment of this Act.
