A BILL
To establish a special notice requirement for certain
drawdowns or sales from the Strategic Petroleum Reserve.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Strategic Petroleum
4
Reserve Transparency Act’’.

SEC. 2. STRATEGIC NOTICE REQUIREMENT.

Section 161 of the Energy Policy and Conservation
7
Act (42 U.S.C. 6241) is amended by adding at the end
8
the following:

‘‘(k) SPECIAL NOTICE REQUIREMENT.—For any

drawdown or sale of petroleum products from the Stra-
2
tegic Petroleum Reserve that occurs during the 5-month
3
period immediately preceding a regularly scheduled Fed-
4
eral general election, the Secretary shall, concurrently with
5
such drawdown or sale, submit in writing to Congress a
6
report detailing the reason for such drawdown or sale.’’.
