A BILL
To direct the Secretary of Transportation to establish a
Federal Advisory Committee on Women in Aviation, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Women in Aviation
4
Advisory Board Act’’.
5
SEC. 2. FEDERAL ADVISORY COMMITTEE ON WOMEN IN
6
AVIATION.
7
(a) IN GENERAL.—Not later than 180 days after the
8
date of enactment of this Act, the Secretary of Transpor-
9
tation shall establish a Federal Advisory Committee on

Women in Aviation (in this section referred to as the
1
‘‘Committee’’).
2
(b) DUTIES.—The Committee shall advise the Sec-
3
retary of Transportation and the Administrator of the
4
Federal Aviation Administration on matters related to the
5
education, training, mentorship, outreach, recruitment,
6
and retention of women in the aviation industry.
7
(c) SUPPORT.—The Secretary of Transportation shall
8
establish in the Department of Transportation an office
9
to provide administrative and logistical support to the
10
Committee.
11
(d) MEMBERSHIP.—Not later than 90 days after the
12
establishment of the Committee under subsection (a), the
13
Secretary of Transportation shall—
14
(1) appoint members of the Committee, includ-
15
ing not less than one representative from each of the
16
following, including—
17
(A) manufacturers of aircraft, avionics,
18
propulsion systems, and air traffic management
19
systems;
20
(B) commercial air carriers, general avia-
21
tion operators, and unmanned aircraft systems
22
operators;
23
(C) airports;

(D) aviation training and maintenance pro-
1
viders;
2
(E) certified labor representatives of pilots,
3
flight attendants, air traffic control specialists
4
employed by the Federal Aviation Administra-
5
tion, aircraft mechanics, aviation safety inspec-
6
tors;
7
(F) institutions of higher education and
8
aviation trade schools; and
9
(G) nonprofit organizations within the
10
aviation industry;
11
(2) invite the heads of each of the following de-
12
partments or agencies to designate not less than 1
13
representative to participate on the Committee, in-
14
cluding—
15
(A) the Department of Transportation;
16
(B) the Federal Aviation Administration;
17
(C) the Transportation Security Adminis-
18
tration;
19
(D) the National Transportation Safety
20
Board;
21
(E) the National Aeronautics and Space
22
Administration; and
23
(F) any other departments or agencies as
24
the Secretary determines appropriate; and

(3) invite the Chair of the Committee to ap-
1
point up to 6 additional members approved by the
2
Committee to ensure balanced representation from
3
the aviation industry, labor stakeholders, and stake-
4
holder associations.
5
(e) CHAIR AND SUBCOMMITTEE CHAIRS.—The Com-
6
mittee shall select a member to serve as Chairperson and
7
shall select such subcommittee chairs as the Committee
8
may require.

(f) DURATION.—
10
(1) IN GENERAL.—Except as provided in para-
11
graph (2), members of the Committee shall be ap-
12
pointed for 6 year terms.

(2)
ADDITIONAL
MEMBERS.—Members
ap-
14
pointed under subsection (d)(14) shall serve for a 2
15
year term.
16
(3) SUCCESSION.—In the case of a member re-
17
signing, dying, or otherwise becoming incapable of
18
serving on the Committee, the Chair shall appoint a
19
member to serve for the remaining period of the
20
term.
21
(4) TERM EXPIRATION.—Upon the expiration of
22
a term of a member of the Committee, such member
23
may serve until a replacement member is appointed
24
under subsection (d).

•HR 2705 IH
(5) VACANCIES.—Not later than 90 days after
1
receiving notice of a vacancy in the Committee, the
2
Chair shall fill the vacancy in the same manner as
3
the original appointment.
4
(g) MEETINGS.—The Committee—
5
(1) shall meet not less than 2 times per year;
6
and
7
(2) may conduct business through public hear-
8
ings, site visits, briefings, and other activities deter-
9
mined appropriate by the Committee.
10
(h) REPORTING.—Not less than once per year, the
11
Committee shall submit to the Secretary of Transpor-
12
tation, the Chair of the Committee on Transportation and
13
Infrastructure of the House of Representatives, and the
14
Chair of the Committee on Commerce, Science, and
15
Transportation of the Senate a report describing the ac-
16
tivities and recommendations of the Committee.

(i) COMPENSATION.—
18
(1) IN
GENERAL.—Committee members shall
19
serve without compensation.
20
(2) PER DIEM.—The members shall be allowed
21
travel expenses, including per diem in lieu of subsist-
22
ence, at rates authorized for employees of agencies
23
under subchapter I of chapter 57 of title 5, United
24
States Code.

(j) PERPETUAL EXISTENCE.—Section 14 of the Fed-
1
eral Advisory Committee Act (5 App. U.S.C.) shall not
2
apply to the committee.
