ANNUAL TRAINING ON THE PREVENTION OF SEX- 1 UAL ABUSE FOR STUDENTS IN THE JUNIOR 2 RESERVE OFFICERS’ TRAINING CORPS. 3 Chapter 102 of title 10, United States Code, is 4 amended by adding at the end the following new section: 5 ‘‘§ 2037. Training on prevention of sexual abuse 6 ‘‘(a) ESTABLISHMENT.—The Secretary of Defense, 7 acting through the Under Secretary of Defense for Per- 8 sonnel and Readiness, shall establish training for students 9 enrolled in the Junior Reserve Officers’ Training Corps 10 regarding prevention of sexual abuse. 11 ‘‘(b) ELEMENTS.—The training established under 12 this section shall— 13 ‘‘(1) be age-appropriate; 14 ‘‘(2) be evidence-based in polyvictimization re- 15 search; 16 ‘‘(3) be comprehensive, including elements re- 17 garding— 18 ‘‘(A) grooming; 19 ‘‘(B) bullying, including cyberbullying; 20 ‘‘(C) appropriate relationships and inter- 21 actions between such students and instructors; 22 ‘‘(D) signs of inappropriate behavior be- 23 tween adults and adolescents; and 24 ‘‘(E) digital abuse; and 25 VerDate Sep 11 2014 00:41 Apr 26, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2711.IH H2711 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 2711 IH ‘‘(4) provide such students with the contact in- 1 formation of local resources through which a student 2 may report alleged sexual abuse or receive treatment 3 and support for such abuse. 4 ‘‘(c) PROVISION.—The Secretary shall ensure that 5 each such student receives training established under this 6 section— 7 ‘‘(1) from an entity other than an administrator 8 or instructor of the Junior Reserve Officers’ Train- 9 ing Corps; and 10 ‘‘(2) once each year. 11 ‘‘(d) METRICS.—The Secretary shall establish and 12 maintain metrics regarding the effectiveness of the train- 13 ing established under this section. 14 ‘‘(e) SEXUAL ABUSE DEFINED.—In this section, the 15 term ‘sexual abuse’ means an offense covered by section 16 920, 920b, 920c, or 930 of this title (article 120, 120b, 17 120c, or 130 of the Uniform Code of Military Justice).’’. 18 Æ VerDate Sep 11 2014 00:41 Apr 26, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H2711.IH H2711 pbinns on DSKJLVW7X2PROD with $$_JOB
