skills to combat fentanyl trafficking, and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Combating Online
4
Fentanyl Trafficking Act’’.

SEC. 2. INCENTIVE PAY AUTHORITIES FOR POSITIONS RE-

QUIRING SPECIALIZED SKILLS TO COMBAT

FENTANYL TRAFFICKING.

(a) DEFINITION.—In this Act, the term ‘‘cyber
4
skills’’ means expertise in computers, computer networks,
5
information technology, or the internet.
6
(b) INCENTIVE PAY.—Subject to the availability of
7
appropriations, and in accordance with the comparable
8
level of the General Schedule, the Attorney General shall
9
provide incentive pay, in an amount that is not more than
10
25 percent of the basic pay of the individual, to any indi-
11
vidual appointed to a position in the Department of Jus-
12
tice that requires significant cyber skills to aid in the de-
13
tection, prevention, or prosecution of fentanyl trafficking.

(c) LIMITATIONS.—Any incentive pay received under
15
subsection (b) by an individual in a position in the Depart-
16
ment of Justice—

(1) shall be disregarded in calculating the ag-
18
gregate of the basic pay and premium pay paid to
19
the individual for purposes of the pay period limita-
20
tion and the annual limitation under section 5547 of
21
title 5, United States Code; and
22
(2) shall be treated as part of basic pay for
23
purposes of section 8331(3) of title 5, United States
24
Code.
