CALIFORNIA LEGISLATURE— 2025–2026 REGULAR SESSION Assembly Concurrent Resolution No. 131 Introduced by Assembly Member Tangipa February 10, 2026 Relative to the Buffalo Soldiers Madera County Trailhead. LEGISLATIVE COUNSEL'S DIGEST ACR 131, as introduced, Tangipa. Buffalo Soldiers Madera County Trailhead. This measure would designate an unspecified portion of State Route 41 in the County of Madera as the Buffalo Soldiers Madera County Trailhead. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs. Digest Key Fiscal Committee: YES Bill Text WHEREAS, Buffalo Soldiers were African American regiments of the United States Army formed after the Civil War, with their service beginning in 1866, who played a critical role in the westward expansion and protection of the American frontier; and WHEREAS, Buffalo Soldiers served with distinction in California, including in the Central Valley, where they were instrumental in constructing and maintaining early roads, trails, and infrastructure that supported rural communities and economic development; and WHEREAS, Buffalo Soldiers helped protect settlers, mail routes, and transportation corridors, and their work laid the foundation for many modern highways and trail systems throughout California, including areas now within the County of Madera; and WHEREAS, Despite their service and sacrifices, the historical contributions of the Buffalo Soldiers have often gone unrecognized, particularly at the local and regional level; and WHEREAS, The location of the County of Madera along historic transportation routes makes it a fitting place to honor the legacy, resilience, and enduring impact of Buffalo Soldiers on California’s history; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Route 41, from postmile ____ to postmile ____, in the County of Madera, as the Buffalo Soldiers Madera County Trailhead; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
