What This Bill Does
This bill makes it illegal for most people to import, sell, make, or possess certain types of firearms called semiautomatic assault weapons and large capacity ammunition feeding devices (magazines that hold more than 10 rounds). The bill allows people who already owned these weapons before the law was passed to keep them, and it creates exceptions for law enforcement, military, and certain licensed manufacturers.

Key Provisions
- It is illegal for regular people to import, sell, make, transfer, or own semiautomatic assault weapons (defined as rifles with detachable magazines and certain military-style features, certain pistols with specific characteristics, certain shotguns, and 100+ specific gun models listed in the bill) (Sec. 3(a))
- It is illegal for regular people to import, sell, make, transfer, or own large capacity ammunition feeding devices that hold more than 10 rounds (with an exception for .22 caliber ammunition devices) (Sec. 3(a))
- People who legally owned these weapons or magazines before this law passed can keep them (Sec. 3(a))
- Law enforcement officers, military personnel, and licensed gun manufacturers can still buy and possess these weapons for their official duties or for testing (Sec. 3(a))
- People who own weapons that were legal before this law passed must store them securely so that prohibited people cannot access them, unless the owner is carrying the weapon on their person (Sec. 3(a))
- All semiautomatic assault weapons made after this law passes must have the manufacturing date clearly engraved or stamped on them (Sec. 3(b))
- All large capacity ammunition feeding devices made after this law passes must have a serial number and manufacturing date clearly engraved or stamped on them (Sec. 3(c))

What Changes
If this becomes law, most Americans will no longer be allowed to buy new semiautomatic assault weapons or large capacity magazines. However, people who already own these items legally will be allowed to keep them. New weapons and magazines made after the law passes must have visible manufacturing dates and serial numbers. People must store legally-owned assault weapons securely if children or prohibited people might access them.

Important Definitions
**Semiautomatic Assault Weapon**: Any rifle that accepts detachable ammunition and has features like a pistol grip, forward grip, folding stock, grenade launcher, barrel shroud, or threaded barrel. Also includes rifles with fixed magazines holding more than 10 rounds, certain pistols with specific features, certain shotguns with detachable or large-capacity magazines and military features, specific named rifle and pistol models (like AR-15s and AK-47s), and devices that speed up firing without converting the gun to fully automatic.
**Large Capacity Ammunition Feeding Device**: A magazine, belt, drum, or similar device that can hold more than 10 rounds of ammunition or can be changed to hold more than 10 rounds. Does not include devices made only for .22 caliber ammunition.
**Barrel Shroud**: A cover attached to or around a gun barrel that protects the user from barrel heat. Does not include slides or stock extensions that don't encircle the barrel.
**Detachable Ammunition Feeding Device**: A magazine or similar part that can be removed from a firearm without taking apart the firearm's action.
**Fixed Ammunition Feeding Device**: A magazine or feeding device that is built into and cannot be removed from the firearm, except for .22 caliber ammunition devices.
**Permanently Inoperable**: A firearm that cannot fire and cannot be easily fixed to fire again.
**Pistol Grip**: A grip designed to be held by the hand, including thumbhole stocks and Thordsen-type grips.
**Threaded Barrel**: A barrel designed to allow attachment of devices like silencers or flash suppressors.
**Folding, Telescoping, or Detachable Stock**: A stock that folds, shortens, detaches, or can be adjusted to make the firearm smaller or easier to hide.
**Forward Grip**: A grip in front of the trigger that works like a pistol grip.
**Grenade Launcher**: An attachment designed to fire grenades or similar explosive devices.
**Grandfathered Semiautomatic Assault Weapon**: A semiautomatic assault weapon that a person legally owned before this law passed and is allowed to keep.

SEC. 2. DEFINITIONS.

(a) IN GENERAL.βSection 921(a) of title 18, United

States Code, is amended by adding at the end the fol-

lowing:

ββ(38) The term βsemiautomatic pistolβ means any re-

peating pistol thatβ

ββ(A) utilizes a portion of the energy of a firing
7
cartridge to extract the fired cartridge case and
8
chamber the next round; and
9
ββ(B) requires a separate pull of the trigger to
10
fire each cartridge.

ββ(39) The term βsemiautomatic shotgunβ means any
12
repeating shotgun thatβ
13
ββ(A) utilizes a portion of the energy of a firing

shell to extract the fired shell casing and chamber

the next round; and

ββ(B) requires a separate pull of the trigger to

signed or functions to accelerate the rate of fire of

a semiautomatic firearm but not convert the semi-

automatic firearm into a machinegun.
