Ms. NORTON introduced the following bill; which was referred to the
Committee on Transportation and Infrastructure
A BILL
To direct the Secretary of Transportation to submit a report
on helicopter and rotorcraft noise in the District of Co-
lumbia, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. RECOMMENDATIONS ON REDUCING HELI-
3
COPTER NOISE IN THE DISTRICT OF COLUM-
4
BIA.
5
(a) IN GENERAL.—Not later than 180 days after the
6
date of enactment of this Act, the Secretary of Transpor-
7
tation, in consultation with all relevant operators and enti-
8
ties, shall submit to the Committee on Transportation and
9
Infrastructure of the House of Representatives and the

the Senate a report containing recommendations to reduce
2
helicopter and rotorcraft noise in the District of Columbia.
3
(b) CONTENTS.—The report required under sub-
4
section (a) shall include recommendations on, at least—
5
(1) altitude;
6
(2) the number of flights;
7
(3) flight paths;
8
(4) time of day of flights;
9
(5) types of aircraft;
10
(6) operating procedures; and
11
(7) pilot training.

(c) RELEVANT
OPERATORS
AND
ENTITIES
DE-
13
FINED.—In this section, the term ‘‘relevant operators and
14
entities’’ means—
15
(1) the head of any agency or department of
16
the Federal Government that flies a helicopter or
17
rotorcraft over the District of Columbia;
18
(2) the Chief of Police of the Metropolitan Po-
19
lice Department of the District of Columbia;
20
(3) any medical helicopter or rotorcraft oper-
21
ator that routinely flies a helicopter or rotorcraft
22
over the District of Columbia; and
