A BILL
To amend title 23, United States Code, with respect to
vehicle weight limitations for certain logging vehicles,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Safe Routes Act of
4
2023’’.
5
SEC. 2. VEHICLE WEIGHT EXEMPTIONS.

Section 127 of title 23, United States Code, is
7
amended by adding at the end the following:

‘‘(x) CERTAIN LOGGING VEHICLES.—

‘‘(1) IN GENERAL.—The Secretary shall waive,

with respect to a covered logging vehicle, the appli-
2
cation of any vehicle weight limit established under
3
this section.

‘‘(2) COVERED LOGGING VEHICLE DEFINED.—
5
In this subsection, the term ‘covered logging vehicle’
6
means a vehicle that—
7
‘‘(A) is transporting raw or unfinished for-
8
est products, including logs, pulpwood, biomass,
9
or wood chips;
10
‘‘(B) is traveling a distance not greater
11
than 150 air miles on the Interstate from origin
12
to a storage or processing facility; and
13
‘‘(C) meets State legal weight tolerances
14
and vehicle configurations for transporting raw
15
or unfinished forest products within the State
16
boundaries in which the vehicle is operating.
17
‘‘(3) APPLICATION OF WEIGHT TOLERANCES.—
18
The waiver in this subsection shall only apply with
19
respect to a State legal weight tolerance in effect on
20
the date of enactment of this subsection.’’.
