DISCLOSURE OF RETURNS AND RETURN INFORMA- 1 TION OF CANDIDATES FOR PRESIDENT, VICE 2 PRESIDENT, OR CONGRESS. 3 (a) IN GENERAL.—Subsection (k) of section 6103 of 4 the Internal Revenue Code of 1986 is amended by adding 5 at the end the following new paragraph: 6 ‘‘(16) DISCLOSURE OF RETURNS AND RETURN 7 INFORMATION OF CANDIDATES FOR PRESIDENT, 8 VICE PRESIDENT, OR CONGRESS.— 9 ‘‘(A) IN GENERAL.—The Secretary shall 10 disclose and make publicly available returns and 11 return information of— 12 ‘‘(i) any candidate who designates a 13 principal campaign committee under sec- 14 tion 302(e)(1) of the Federal Election 15 Campaign Act of 1971 or, in the case of 16 a candidate for the office of Vice Presi- 17 dent, any candidate for such office under 18 such Act, and 19 ‘‘(ii) any individual who, on April 20 15th of a calendar year, is the President, 21 the Vice President, or a Member of Con- 22 gress. 23 ‘‘(B) EXCEPTIONS.—The information dis- 24 closed under subparagraph (A) shall not include 25 any Social Security number, any financial ac- 26 VerDate Sep 11 2014 22:55 Apr 13, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2515.IH H2515 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 2515 IH count number, the name of any individual 1 under age 18, or any home address of any indi- 2 vidual (other than the city and State in which 3 such address is located). 4 ‘‘(C) TIMING.—The Secretary shall make 5 the disclosure required by paragraph (A)— 6 ‘‘(i) in the case of a candidate de- 7 scribed in clause (i) of such paragraph, not 8 later than the later of— 9 ‘‘(I) the date that is 15 days 10 after the designation described in such 11 clause (or in the case of a candidate 12 for the office of Vice President, 15 13 days after such individual becomes 14 such a candidate), or 15 ‘‘(II) the date that is 15 days 16 after the date of the enactment of this 17 paragraph, and 18 ‘‘(ii) in the case of an individual de- 19 scribed in clause (ii) of such paragraph, 20 not later than April 30th of the year de- 21 scribed in such clause. 22 ‘‘(D) SCOPE.—The returns and return in- 23 formation disclosed under subparagraph (A) 24 VerDate Sep 11 2014 22:55 Apr 13, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2515.IH H2515 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 2515 IH shall include any return filed during the 7-year 1 period ending on— 2 ‘‘(i) in the case of a candidate de- 3 scribed in paragraph (A)(i), the date of the 4 designation described in such clause (or in 5 the case of a candidate for the office of 6 Vice President, the day such individual be- 7 comes such a candidate), and 8 ‘‘(ii) in the case of an individual de- 9 scribed in paragraph (A)(ii), April 15th of 10 the year described in such clause.’’. 11 (b) EFFECTIVE DATE.—The amendment made by 12 this section shall apply to individuals who are candidates 13 on, and to individuals holding office on, dates after the 14 date of the enactment of this Act. 15 Æ VerDate Sep 11 2014 22:55 Apr 13, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H2515.IH H2515 pbinns on DSKJLVW7X2PROD with $$_JOB
