To provide interim appropriations for the Coast Guard Re-
tired Serviceman’s Family Protection and Survivor Bene-
fits Plans for each fiscal year after fiscal year 2022,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Gold Star
4
Spouses Act of 2023’’.

SEC. 2. INTERIM APPROPRIATIONS FOR THE COAST GUARD

RETIRED SERVICEMAN’S FAMILY PROTEC-
2
TION AND SURVIVOR BENEFITS PLANS.

(a) IN GENERAL.—There are hereby appropriated,
4
out of any money in the Treasury not otherwise appro-
5
priated, for each fiscal year after fiscal year 2022, such
6
sums as necessary for payment of the Coast Guard Re-
7
tired Serviceman’s Family Protection and Survivor Bene-
8
fits Plans, as are described in the provision regarding
9
Coast Guard retired pay in title II of division F of the
10
Consolidated Appropriations Act, 2021 (Public Law 116–
11
260), at a rate for operations and under the terms and
12
conditions provided by the most recent law making full-
13
year appropriations for such Coast Guard Retired Service-
14
man’s Family Protection and Survivor Benefits Plans.

(b) EFFECT OF ENACTMENT OF SUBSEQUENT AP-
16
PROPRIATIONS.—If an appropriation for such Coast
17
Guard Retired Serviceman’s Family Protection and Sur-
18
vivor Benefits Plans, or a general appropriation bill pro-
19
viding appropriations for the Coast Guard without provi-
20
sion for such Coast Guard Retired Serviceman’s Family
21
Protection and Survivor Benefits Plans, is enacted into
22
law on any date after the date of the enactment of this
23
Act that provides for appropriations during a fiscal year
24
following the expenditure of funds during such fiscal year
25
pursuant to this Act—

(1) such expenditure shall be charged to such

appropriation (if any); and
2
(2) appropriations made available for such fis-
3
cal year pursuant to this Act shall not be available
4
after the date of enactment of such appropriation or
5
general appropriation bill.
