To establish a National Science Foundation grant program to provide oppor-
tunities for and strengthen research capacity at institutions of higher
education to stimulate sustainable improvement in existing research and
development at such institutions, and for other purposes.

A BILL
To establish a National Science Foundation grant program
to provide opportunities for and strengthen research ca-
pacity at institutions of higher education to stimulate
sustainable improvement in existing research and devel-
opment at such institutions, and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. NATIONAL SCIENCE FOUNDATION GRANT PRO-

TO
STIMULATE
SUSTAINABLE

PROVEMENT IN EXISTING RESEARCH AND

DEVELOPMENT AT CERTAIN INSTITUTIONS

OF HIGHER EDUCATION.

(a) IN GENERAL.—The Director of the National
6
Science Foundation shall establish a grant program to
7
provide financial assistance to institutions of higher edu-
8
cation specified in subsection (c) to aid such institutions
9
in the development and enhancement of research facilities
10
in science, technology, engineering, mathematics, medical
11
matters, and other research and development matters.
12
(b) USES.—Institutions of higher education specified
13
in subsection (c) that receive grants from the National
14
Science Foundation may use such grants for the following
15
in furtherance of the purpose described in subsection (a):
16
(1) Existing building infrastructure improve-
17
ments or enhancements.
18
(2) Materials and equipment needed to conduct
19
or produce research.
20
(3) Infrastructure needs to maintain building
21
infrastructure.
22
(c) INSTITUTIONS OF HIGHER EDUCATION SPECI-
23
FIED.—The institutions of higher education specified in
24
this subsection are the following:

(1) Historically Black Colleges and Universities.
