SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Promoting Women in
4
Aviation Act’’.

SEC. 2. WOMEN IN AVIATION ADVISORY COMMITTEE.
6
(a) ESTABLISHMENT.—There is established within
7
the Department of Transportation the Women in Aviation
8
Advisory Committee (in this section referred to as the
9
‘‘Committee’’).

(1) COMPOSITION.—
1
(A) IN GENERAL.—The Committee shall be
2
composed of up to 15 members appointed by

(B) DATE.—The appointments described
1
in subparagraph (A) shall be made not later
2
than 9 months after the date of enactment of
3
this section.
4
(2) CHAIR; SUBCOMMITTEE CHAIRS.—The Com-
5
mittee—
6
(A) shall select a Chair from among the
7
members of the Committee; and
8
(B) may select subcommittee chairs from
9
among the members of the Committee, as the
10
Committee determines appropriate.
11
(3) TERM OF SERVICE.—
12
(A) IN GENERAL.—Each member of the
13
Committee shall serve a term of 6 years from
14
the date of the appointment.
15
(B) SUCCESSORS.—
16
(i) DEATH
OR
RESIGNATION.—If a
17
member of the Committee dies or resigns
18
during their term of service, the Secretary
19
of Transportation shall designate a suc-
20
cessor for the unexpired term of such
21
member.
22
(ii) EXPIRED TERM.—Any member of
23
the Committee whose term of office has ex-
24
pired shall continue to serve as a member

until their successor is appointed by the
1
Secretary of Transportation.

(4) ADMINISTRATIVE SUPPORT.—The Secretary
3
of Transportation shall furnish the Committee
4
logistical and administrative support and other as-
5
sistance to enable the Committee to perform its du-
6
ties.
7
(5) COMPENSATION.—Each member of the
8
Committee shall serve without compensation.
9
(c) DUTIES.—
10
(1) ADVISORY ROLE.—The Committee—
11
(A) shall advise the Secretary of Transpor-
12
tation and the Administrator of the Federal
13
Aviation Administration on matters related to
14
women in the aviation industry;
15
(B) shall engage with the objectives, re-
16
port, and recommendations produced by the
17
Advisory Board created under section 612 of
18
the FAA Reauthorization Act of 2018 (49
19
U.S.C. 40101 note);
20
(C) shall coordinate with the Federal
21
Women’s Program of the Federal Aviation Ad-
22
ministration; and

(D) shall not duplicate the objectives of the
1
Air Carrier Training Aviation Rulemaking
2
Committee.

(2) REPORTS.—
4
(A) ANNUAL REPORT.—Not later than Oc-
5
tober 31 of the first calendar year beginning
6
after the date on which the Committee is estab-
7
lished under subsection (a), and annually there-
8
after, the Committee shall submit to Congress,
9
the Secretary of Transportation, and the Ad-
10
ministrator of the Federal Aviation Administra-
11
tion a report that contains a detailed statement
12
of the findings and conclusions of the Com-
13
mittee, together with the recommendations of
14
the Committee for such legislation and adminis-
15
trative actions as the Committee considers ap-
16
propriate.
17
(B) ADDITIONAL
REPORTS.—The Com-
18
mittee may submit to Congress, the Secretary
19
of Transportation, and the Administrator of the
20
Federal Aviation Administration additional re-
21
ports and recommendations as the Committee
22
determines appropriate.
23
(d) REVIEW OF RECOMMENDATIONS.—Not later than
24
60 days after the date on which the Secretary of Trans-

portation receives a report from the Committee under sub-
1
section (c)(2), the Secretary shall submit to Congress a
2
report that indicates—
3
(1) which recommendations of the Committee
4
contained in such report that the Secretary imple-
5
mented; and
6
(2) which such recommendations the Secretary
7
did not implement (including any recommendations
8
for legislation) and a rationale for that determina-
9
tion.
10
(e) NON-APPLICATION OF FACA TERMINATION RE-
11
QUIREMENT.—Section 1013 of title 5, United States
12
Code, shall not apply to the Committee.
