What This Bill Does
This bill changes federal laws about firearms carried by law enforcement officers. It allows certain current and retired law enforcement officers to carry concealed firearms in more places. It also updates rules about where these officers can bring guns, including into some federal buildings.

Key Provisions
• Law enforcement officers authorized under federal law can now carry concealed firearms in gun-free school zones without breaking the law. (Sec. 2)

• Retired law enforcement officers must pass firearms training standards within the past 12 months, or up to 36 months if their state allows it. These standards can come from their former agency, their state, any law enforcement agency in their state, or any certified firearms instructor in their state. (Sec. 3d)
• Qualified current and retired law enforcement officers can now carry firearms in federal facilities that are open to the public and have a low or medium security level. (Sec. 4)
• The bill defines "Facility Security Level" as a security ranking given to federal buildings based on an Interagency Security Committee Standard. (Sec. 4)
What Changes
Federal law now allows qualified law enforcement officers to carry concealed guns in school zones where guns were previously banned. Retired officers have more flexible options for proving their firearms training. Both current and retired officers gain the ability to carry firearms in certain public federal buildings that previously prohibited them.
Important Definitions
• "Facility Security Level" means a security ranking assigned to a federal building by its security agency based on the Interagency Security Committee Standard.
• "Civilian public access facility" means a facility open to the general public.

To amend title 18, United States Code, to improve the
Law Enforcement Officer Safety Act and provisions re-
lating to the carrying of concealed weapons by law en-
forcement officers, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘LEOSA Reform Act
2
of 2024’’.

SEC. 2. CONFORMING THE LAW ENFORCEMENT OFFICER
4
SAFETY ACT AND THE GUN-FREE SCHOOL
5
ZONES ACT OF 1990.
6
Section 922(q)(2)(B) of title 18, United States Code,
7
is amended—
8
(1) by striking ‘‘or’’ at the end of clause (vi);
9
(2) by striking the period at the end of clause
10
(vii) and inserting ‘‘; or’’; and
11
(3) by adding at the end the following:
12
‘‘(viii) by an individual authorized by section
13
926B or 926C to carry a concealed firearm.’’.
14
SEC. 3. MAKING IMPROVEMENTS TO THE LAW ENFORCE-
15
MENT OFFICER SAFETY ACT.
16
(a) Each of sections 926B(a) and 926C(a) of title
17
18, United States Code, is amended by inserting ‘‘or any
18
other provision of Federal law, or any regulation pre-
19
scribed by the Secretary of the Interior pertaining to a
20
unit of the National Park System’’ after ‘‘thereof’’.
21
(b) Each of sections 926B(b) and 926C(b) of such
22
title are amended—
23
(1) in paragraph (1), by inserting ‘‘, except to
24
the extent that the laws apply on property used by
25
a common or contract carrier to transport people or

property by land, rail, or water or on property open

to the public (whether or not a fee is charged to
2
enter the property)’’ before the semicolon; and
3
(2) in paragraph (2), by inserting ‘‘, except to
4
the extent that the laws apply on property used by
5
a common or contract carrier to transport people or
6
property by land, rail, or water or on property open
7
to the public (whether or not a fee is charged to
8
enter the property)’’ before the period.

(c) Each of sections 926B(e)(2) and 926C(e)(1)(B)
10
of such title is amended by inserting ‘‘any magazine and’’
11
after ‘‘includes’’.
12
(d) Section 926C(c)(4) of such title is amended to
13
read as follows:
14
‘‘(4) has met the standards for qualification in
15
firearms training during the most recent period of
16
12 months (or, at the option of the State in which
17
the individual resides, a greater number of months,
18
not exceeding 36 months), and for purposes of this
19
paragraph, the term ‘standards for qualification in
20
firearms training’ means—
21
‘‘(A) the standards for active duty law en-
22
forcement officers as established by the former
23
agency of the individual;

‘‘(B) the standards for active duty law en-
1
forcement officers as established by the State in
2
which the individual resides;
3
‘‘(C) the standards for active duty law en-
4
forcement officers employed by any law enforce-
5
ment agency in the State in which the indi-
6
vidual resides; or
7
‘‘(D) any standard for active duty law en-
8
forcement officers for firearms qualification
9
conducted by any certified firearms instructor
10
within the State in which the individual re-
11
sides;’’.

(e) Section 926C(d) of such title is amended—
13
(1) in paragraph (1), by striking ‘‘not less re-
14
cently than one year before the date the individual
15
is carrying the concealed firearm, been tested or oth-
16
erwise found by the agency to meet the active duty
17
standards for qualification in firearms training as
18
established by the agency to carry’’ and inserting
19
‘‘met the standards for qualification in firearms
20
training required by subsection (c)(4) for’’; and
21
(2) in paragraph (2), by striking subparagraph
22
(B) and inserting the following:
23
‘‘(B) a certification issued by the former agency
24
of the individual, the State in which the individual

resides, any law enforcement agency within the State
1
in which the individual resides, or any certified fire-
2
arms instructor within the State in which the indi-
3
vidual resides that indicates that the individual has
4
met the standards for qualification in firearms train-
5
ing required by subsection (c)(4).’’.

SEC. 4. PERMITTING QUALIFIED CURRENT AND RETIRED
7
LAW ENFORCEMENT OFFICERS TO CARRY
8
FIREARMS IN CERTAIN FEDERAL FACILITIES.
9
Section 930 of title 18, United States Code, is
10
amended—
11
(1) in subsection (d)—
12
(A) in paragraph (2), by striking ‘‘or’’ at
13
the end;
14
(B) in paragraph (3), by striking the pe-
15
riod at the end and inserting ‘‘or’’; and
16
(C) by adding at the end the following:
17
‘‘(4) the possession of a firearm or ammunition
18
in a Facility Security Level I or II civilian public ac-
19
cess facility by a qualified law enforcement officer
20
(as defined in section 926B(c)) or a qualified retired
21
law enforcement officer (as defined in section
22
926C(c)).’’; and
23
(2) in subsection (g), by adding at the end the
24
following:

‘‘(4) The term ‘Facility Security Level’ means

a security risk assessment level assigned to a Fed-

eral facility by the security agency of the facility in
3
accordance with the biannually issued Interagency
4
Security Committee Standard.

means a facility open to the general public.’’.
