Mr. KING of Iowa introduced the following bill; which was referred to the
Committee on Oversight and Reform
A BILL
To require agencies of the Federal Government to define
the term service animal in accordance with the regula-
tions of the Department of Justice, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. DEFINITION OF SERVICE ANIMAL.

(a) IN GENERAL.—Not later than 360 days after the
4
date of the enactment of this Act, each agency of the Fed-
5
eral Government shall—
6
(1) by rule, adopt a definition for the terms
7
‘‘service animal’’ and ‘‘assistance animal’’, for pur-

poses of the regulations of that agency, that is iden-

tical to the term ‘‘service animal’’, as defined in the
2
final rule entitled ‘‘Nondiscrimination on the Basis
3
of Disability by Public Accommodations and in Com-
4
mercial Facilities’’ (75 Fed. Reg. 56236 (September
5
15, 2010)); and
6
(2) conform any reference to ‘‘service animal’’
7
and ‘‘assistance animal’’ in the regulations, policies,
8
or other official documents of that agency to the
9
term ‘‘service animal’’, as defined in the final rule
10
entitled ‘‘Nondiscrimination on the Basis of Dis-
11
ability by Public Accommodations and in Commer-
12
cial Facilities’’ (75 Fed. Reg. 56236 (September 15,
13
2010)).

(b) APPLICABILITY.—Not later than two years after
15
the date of the enactment of this Act, with respect to an
16
individual with a ‘‘service animal’’ or ‘‘assistance animal’’
17
on the date of the enactment of this Act that does not
18
meet the definition of the term ‘‘service animal’’ as defined
19
in the final rule entitled ‘‘Nondiscrimination on the Basis
20
of Disability by Public Accommodations and in Commer-
21
cial Facilities’’ (75 Fed. Reg. 56236 (September 15,
22
2010)), each agency of the Federal Government shall
