Mr. NEAL introduced the following bill; which was referred to the Committee
on Ways and Means, and in addition to the Committee on the Budget,
for a period to be subsequently determined by the Speaker, in each case
for consideration of such provisions as fall within the jurisdiction of the
committee concerned

To amend section 6428A of the Internal Revenue Code of
1986 to increase recovery rebate amounts to $2,000 for
individuals.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Caring for Americans
4
with Supplemental Help Act of 2020’’ or the ‘‘CASH Act
5
of 2020’’.

SEC. 2. RECOVERY REBATE AMOUNTS INCREASED.

(a) IN GENERAL.—Section 6428A of the Internal
2
Revenue Code of 1986, as added by section 272 of the
3
COVID-related Tax Relief Act of 2020, is amended by
4
striking ‘‘$600’’ each place it appears and inserting
5
‘‘$2,000’’, and by striking ‘‘$1,200’’ each place it appears
6
and inserting ‘‘$4,000’’.

(b) EFFECTIVE DATE.—The amendments made by
8
this section are contingent upon the enactment of the
9
COVID-related Tax Relief Act of 2020 and shall apply
10
(if at all) as if included in the enactment of section 272
11
of such Act.

SEC. 3. BUDGETARY EFFECTS.
13
(a) STATUTORY PAYGO SCORECARDS.—The budg-
14
etary effects of this Act shall not be entered on either
15
PAYGO scorecard maintained pursuant to section 4(d) of
16
the Statutory Pay-As-You-Go Act of 2010.
17
(b) SENATE PAYGO SCORECARDS.—The budgetary
18
effects of this Act shall not be entered on any PAYGO
19
scorecard maintained for purposes of section 4106 of H.
