States and Mexico; providing for disposition of the Senate amendment

for other purposes; and for other purposes.

RESOLUTION
Providing for consideration of the Senate amendment to the
bill (H.R. 133) to promote economic partnership and
cooperation between the United States and Mexico; pro-
viding for disposition of the Senate amendment to the
bill (H.R. 1520) to amend the Public Health Service
Act to provide for the publication of a list of licensed
biological products, and for other purposes; and for other
purposes.

Resolved, That upon adoption of this resolution it

shall be in order to take from the Speaker’s table the bill
2
(H.R. 133) to promote economic partnership and coopera-
3
tion between the United States and Mexico, with the Sen-
4
ate amendment thereto, and to consider in the House,
5
without intervention of any point of order, a motion of-
6
fered by the chair of the Committee on Appropriations or
7
her designee that the House concur in the Senate amend-
8
ment with an amendment consisting of the text of Rules
9
Committee Print 116-68. The Senate amendment and the
10
motion shall be considered as read. The motion shall be
11
debatable for one hour equally divided and controlled by
12
the chair and ranking minority member of the Committee
13
on Appropriations. The previous question shall be consid-
14
ered as ordered on the motion to its adoption without in-
15
tervening motion. The question of adoption of the motion
16
shall be divided for a separate vote on the matter proposed
17
to be inserted as divisions B, C, E, and F, and the Chair
18
shall first put the question on such portion of the divided
19
question. If either portion of the divided question fails of
20
adoption, then the motion shall immediately be considered
21
to have failed of adoption.

SEC. 2. Upon adoption of this resolution, the House
23
shall be considered to have taken from the Speaker’s table
24
the bill (H.R. 1520) to amend the Public Health Service

Act to provide for the publication of a list of licensed bio-

logical products, and for other purposes, with the Senate
2
amendment thereto, and to have concurred in the Senate
3
amendment with an amendment consisting of the text of
4
Rules Committee Print 116-69.

SEC. 3. The Clerk shall be authorized to make nec-
6
essary technical and conforming changes in the engross-
7
ment of the House amendments specified in the first two
8
sections of this resolution, to include corrections in spell-
9
ing, punctuation, section numbering, and cross-references.

SEC. 4. If a veto message is laid before the House
11
on H.R. 6395, then after the message is read and the ob-
12
jections of the President are spread at large upon the
13
Journal, further consideration of the veto message and the
14
bill shall be postponed until the legislative day of Monday,
15
December 28, 2020; and on that legislative day, the House
16
shall proceed to the constitutional question of reconsider-
17
ation and dispose of such question without intervening mo-
18
tion.

SEC. 5. The chair of the Committee on Appropria-
20
tions and the chair of the Permanent Select Committee
21
on Intelligence may insert in the Congressional Record not
22
later than December 28, 2020, such material as they may
23
deem explanatory of the Senate amendment and the mo-
24
tion specified in the first section of this resolution.
