A BILL
To amend the Public Health Service Act to direct the Sec-
retary of Health and Human Services, acting through
the Director of the Centers for Disease Control and
Prevention, to conduct and support research and public
health activities with respect to diabetes in minority pop-
ulations, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Inclusive Diabetes Re-

search and Education Act’’.

SEC. 2. RESEARCH, EDUCATION, AND OTHER ACTIVITIES.

Part B of title III of the Public Health Service Act
2
(42 U.S.C. 243 et seq.) is amended by adding at the end
3
the following new section:
4
‘‘SEC. 317V. DIABETES IN MINORITY POPULATIONS.
5
‘‘(a) RESEARCH AND OTHER ACTIVITIES.—
6
‘‘(1) IN
GENERAL.—The Secretary, acting
7
through the Director of the Centers for Disease
8
Control and Prevention, shall conduct and support
9
research and public health activities with respect to
10
diabetes in minority populations.
11
‘‘(2) CERTAIN
ACTIVITIES.—Activities under
12
paragraph (1) regarding diabetes in minority popu-
13
lations shall include the following:
14
‘‘(A) Further enhancing the National
15
Health and Nutrition Examination Survey by
16
oversampling Asian Americans, Native Hawai-
17
ians, and Pacific Islanders in appropriate geo-
18
graphic areas to better determine the preva-
19
lence of diabetes in such populations as well as
20
to improve the data collection of diabetes pene-
21
tration disaggregated into major ethnic groups
22
within such populations. The Secretary shall en-
23
sure that any such oversampling does not re-
24
duce the oversampling of other minority popu-

lations including African-American and Latino

populations.

‘‘(B) Through the Division of Diabetes
3
Translation—
4
‘‘(i) providing for prevention research
5
to better understand how to influence
6
health care systems changes to improve
7
quality of care being delivered to such pop-
8
ulations;
9
‘‘(ii) carrying out model demonstra-
10
tion projects to design, implement, and
11
evaluate effective diabetes prevention and
12
control interventions for minority popu-
13
lations, including culturally appropriate
14
community-based interventions;
15
‘‘(iii) developing and implementing a
16
strategic plan to reduce diabetes in minor-
17
ity populations through applied research to
18
reduce disparities and culturally and lin-
19
guistically appropriate community-based
20
interventions;
21
‘‘(iv) supporting, through the national
22
diabetes prevention program under section
23
399V–3, diabetes prevention program sites

in underserved regions highly impacted by
1
diabetes; and
2
‘‘(v) implementing, through the na-
3
tional diabetes prevention program under
4
section 399V–3, a demonstration program
5
developing new metrics measuring health
6
outcomes related to diabetes that can be
7
stratified by specific minority populations.

‘‘(b) EDUCATION.—The Secretary, acting through
9
the Director of the Centers for Disease Control and Pre-
10
vention, shall direct the Division of Diabetes Translation
11
to conduct and support both programs to educate the pub-
12
lic on diabetes in minority populations and programs to
13
educate minority populations about the causes and effects
14
of diabetes.

‘‘(c) DIABETES; HEALTH PROMOTION, PREVENTION
16
ACTIVITIES, AND ACCESS.—The Secretary, acting through
17
the Director of the Centers for Disease Control and Pre-
18
vention and the National Diabetes Education Program,
19
shall conduct and support programs to educate specific
20
minority populations through culturally appropriate and
21
linguistically appropriate information campaigns about
22
prevention of, and managing, diabetes.

‘‘(d) DEFINITION.—For purposes of this section, the

term ‘minority population’ means a racial and ethnic mi-
2
nority group, as defined in section 1707.’’.
