A BILL
To require the speeches and schedules of the heads of execu-
tive agencies to be made publicly available, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Transparent Leader-
4
ship Act of 2020’’.
5
SEC. 2. PUBLIC AVAILABILITY OF SPEECHES AND SCHED-
6
ULES OF HEADS OF EXECUTIVE AGENCIES.

(a) PUBLIC AVAILABILITY OF SPEECHES.—

of an executive agency during the covered period, a

copy of such speech shall be publicly available not
2
later than 6 months after the date of the enactment
3
of this Act.

(2) SPEECHES GIVEN AFTER DATE OF ENACT-
5
MENT.—With respect to a speech given by the head
6
of an executive agency after the date of the enact-
7
ment of this Act, a copy of such speech shall be pub-
8
licly available not later than 30 days after the date
9
on which such speech is given.

(b) PUBLIC AVAILABILITY OF SCHEDULES.—

(1) SCHEDULES FOR DATE DURING COVERED
12
PERIOD.—With respect to a schedule of the head of
13
an executive agency for a date occurring during the
14
covered period, a copy of such schedule shall be pub-
15
licly published not later than 6 months after the
16
date of the enactment of this Act.
17
(2) SCHEDULES FOR DATE AFTER DATE OF EN-
18
ACTMENT.—With respect to a schedule of the head
19
of an executive agency for a date occurring after the
20
date of the enactment of this Act, a copy of such
21
schedule shall be publicly published not later than
22
30 days after such date.

(c) DEFINITIONS.—In this Act:

(1) COVERED PERIOD.—The term ‘‘covered pe-
1
riod’’ means the period beginning on January 20,
2
2017 and ending on the date of the enactment of
3
this Act.

(2) EXECUTIVE AGENCY.—The term ‘‘executive
5
agency’’ means an agency, department, or instru-
6
mentality in the executive branch of the Federal
7
Government.
8
(3) HEAD
OF
AN
EXECUTIVE
AGENCY.—The
9
term ‘‘head of an executive agency’’ includes, with
10
respect to the United States Postal Service, the
11
Postmaster General and the Deputy Postmaster
12
General.
